Report of Commission I 
General 
In accordance with the recommendation of the ISP Council Meeting at Milan in 
1962, this report does not include statistical matter and is mainly concerned with 
technical developments. However, a few aerial survey projects of particular tech 
nical interest are also recorded. Much of the material for the report was obtained 
from replies sent in by National Reporters to two questionnaires circulated by the 
President. One questionnaire dealt with Image Quality, the other was more gen 
eral and covered all the subjects of interest to Commission I. Replies were rec 
eived from twelve countries, or, counting the individual replies from each country, 
a total of forty replies. While this was less than might have been expected, it 
provided a substantial amount of material. The diametrically opposite opinions 
expressed on many subjects indicate that there is no lack of problems remaining 
to be solved. Sincere thanks are offered to all those who gave their time to this 
work and provided useful information. 
In digesting and presenting an analysis of the replies, it was not possible to do full 
justice to every subject, and a certain amount of selection was necessary. A 
relatively large amount of space was given to Image Quality partly because the 
President was in a position to treat that subject most effectively, but also because 
more information and opinions were received about it than about any other, showing 
its topicality and general interest. Very little information was sent in about stereo 
scopy or navigation. 
It is recognized that the replies represent no more than a fraction of the work 
currently being done in aerial photography and allied subjects. Some of this, not 
covered by questionnaire replies, is in the literature and so far as it is known, 
has been included in the Report. However, it is not pretended that all, or even a 
small part, of the published papers have been read. Several replies included valu 
able lists of references; these were too nemerous to include in this Report, but 
consideration might be given to including them in the Archives.
