5. The Commission recommends that a Working Group be set up for the
application to photogrammetry of mathematical statistics and the theory of
errors. The members of this Group will be appointed by the Council. It will be
considered to be a section of Commission III at the 9th Congress. It will have
the competence to make recommendations on international tests to the other
Commissions or Working Groups.
The proposal was adopted without discussion.
§ 4. The Secretary of Commission IV, T. Blachut, presented a draft
resolution prepared by the Commission, with five points and the following
recommendations :
1. Commission IV will continue experimental work and “essais contrôlés” in
cooperation with interested organisations.
2. The President of Commission IV will name as soon as possible the Chairmen
of Subcommissions IV-1, IV-2, and IV-3.
3. The Chairmen of Subcommissions will contact the participants as soon as
possible to establish a tentative programme for experimental work and “essais
contrôlés” which will be discussed between them at special meetings held in
Europe and America.
4. Reports on experimental work must be completed and submitted by
participants one year before the next Congress so that the last year may be
devoted to analysis of results.
5. An interim General Meeting of Commission IV should be organised at a
convenient time.
Recommendation I
It is recommended that each participant of the “essais contrôlés” No. 2
“Vercors” should (if he has not already done so) submit to the Chairman of
Commission IV-3 detailed reports including
a) method and manner of execution
b) time distribution for major parts of the work
c) results, with comments, if any
d) reproduction of the manuscript
Copies of this report should be distributed to each member country of the
ISP. A general report should refer to all submissions, regardless of their origin,
and it would be desirable to have a general report on all the experimental work,
both European and non-European.
Recommendation II
It is recommended that Commission IV-3 include mapping scales smaller
than 1/50.000 in its programme.
The proposal was adopted without discussion.
§ 5. The Chairman of Commission V, G. Boaga, presented a draft resolution
prepared by the Commission, with the following six points:
1. The number of papers presented at the VUIth Congress of the ISP shows
an increase since 1952 in the interest devoted to special applications of photo-
grannnetry in several sectors of science and technology.
It must, however, be mentioned that the reports submitted through the
National Societies have not always been very complete or very original.
