eligible for a further consecutive term of office as President. The choice of person to become
President shall not otherwise be restricted by virtue of any other office in the Society that he
holds or has held in the past.
An outgoing member of Council shall not be eligible for election to any office on the incoming
Council other than to that of President of the Society, Senior Vice-President or to that of
Director of the Congress. After the lapse of one inter-congress period he shall again become
eligible for election to the Council.
Between meetings of the General Assembly the Council may consult Members by correspon- Reservation of powers
dence or otherwise, but all questions relating to exclusion of a Member, lowering of the cate-
gory in which a Member has joined, value of the unit of contribution, alteration of theStatutes
or Bye-Laws, and dissolution of the Society or its amalgamation with another International
organization must be referred to the General Assembly and decisions thereon shall be taken
only by the General Assembly.
8. The Congress shall consist of all the Photogrammetists who belong to a Member Organi- Congress
zation and others who have been invited in accordance with the Bye-Laws. Participants

Congress shall be convened in plenary session at least once during the course of each Congress ~~ Plenary session
to hear the decisions taken by the General Assembly and to decide the scientific policies of
the Society.
9. The activities of the Congress shall be prepared and carried through by a Congress Commit- ^ Congress Committee
tee. The Director of the Congress shall be proposed by the Member organizing the Congress
and shall be elected by the General Assembly or, in certain cases, by postal voting by the Mem- Election
bers of the Society. All other members of the Congress Committee shall be appointed by the
Member organizing the Congress. The Congress Committee shall have the responsibility of
organizing the Congress on the administrative and financial levels. The Director of the Con-
gress shall be consulted in the preparation of the scientific programme and the Congress
Committee shall provide the necessary facilities.
10. The Technical Commissions are responsible for the scientific work of the Society; they Technical
shall report to the Congress in accordance with the various resolutions of the Congress. Commissions

successive Congresses shall be entrusted by the General Assembly to one of the Members or
to a number of Members who have agreed to collaborate. The Member (or Members) con-
cerned shall propose the President of the Commission. The President shall be elected by the
General Assembly or, in case of necessity, by the Council. The Member (or Members) shall
itself appoint the Board of the Commission and shall assume responsibility for the expenses
of running the Commission, including those (not otherwise assured by authors or countries)
of printing all reports of its Working Groups and of its other activities and its invited papers.
Ill Finances
11. There shall be eight categories of Membership. Each Member shall pay annually the contri- ^ Categories

The value of the Unit of contribution shall be fixed by the General Assembly. The value may be
altered by the General Assembly only at one of its ordinary meetings held during the course
of a Congress.
12. Every application for membership from a country not yet represented in the Society shall be Application for

application, including specifically its statutes, its aims, its standing in the country, its relations
with other organizations concerned in Photogrammetry, and its administrative and financial
structure. The application shall state the category in which membership is requested. The
category chosen should be broadly related to the number of Photogrammetrists and the uses
made of Photogrammetry in the country concerned. If the Council considers the category
proposed is inappropriate, the Secretary General shall return the application for reconsideration.
