to admit the applicant shall require at least one half of the Members to have returned voting 
papers within the time limit set and three-quarters of the votes cast to be in favour of admission. 
Resolutions on all other administrative matters shall be passed by a simple majority of the 
votes cast. 
General and Provisional Regulations 
These present Statutes and all later modifications thereof shall come into force at the time or 
times set by the General Assembly. 
As soon as these present Statutes come into force every Member then belonging to the 
Society shall 
a propose the category in which it wishes to adhere and offer some justification such as the 
number of Photogrammetrists and the uses made of Photogrammetry in its country. 
b propose what changes if any it intends to make in respect of its present Adhering Organi- 
zation in order to conform to options open to it under Statute 4. 
The Council shall consider these proposals and shall have the right to make alternative pro- 
posals to the Member. Should the Council and a Member fail to agree, the Council shall refer 
the matter to the General Assembly with a recommendation designed to resolve the conflict. 
The General Assembly shall take the final decision in the matter and voting thereon, if nesse- 
cary, shall be in accordance with that for the admission of a new Member. 
The Statutes may be modified only by the General Assembly under the following conditions: 
a The amendment shall be formulated in writing by a Member and addressed by it to the 
Secretary General not less than ten months prior to the date fixed for the meeting of the 
General Assembly at which it is to be considered; 
b The amendment shall be supported by at least one other Member; 
c The Secretary General shall inform all Members of the proposed amendment at least six 
months prior to the date fixed for the meeting of the General Assembly at which it is to 
be considered; 
d Decisions may be taken only in accordance with the rules for voting laid down in these 
Statutes. 
The General Assembly shall have authority to adopt and to modify Bye-Laws. They shall take 
effect at the time or times set by the General Assembly. No Bye-Law that contravenes the 
Statutes shall be valid. 
The Council shall be entitled to issue provisional Directives to regulate transitory situations, 
and such shall be valid until considered at the next Congress. 
Dissolution of the Society or amalgamation of the Society with another international body 
shall be decided only by the General Assembly at an extraordinary meeting specially called for 
that sole purpose. For such an extraordinary meeting three clear calendar months' notice 
shall be given to all Members in writing, requesting them to send Delegates thereto. 
The decision may be taken only in accordance with the rules for voting laid down in these 
Statutes. Upon demand made in writing by not less than three quarters of the Members the 
President shall call such an extraordinary meeting.
