In choosing the Member or group of Members to be entrusted under the Statutes with the
responsibility for the work of a Commission, the General Assembly shall take into consideration
all relevant factors, including in particular :
— the various Members willing to undertake the responsibility,
the scientific and technical ability available to each Candidate,
the photogrammetric standing and ability of the persons proposed as Commission President,
the ability and willingness of each Member Candidate and other organizations in its country
to support a Commission Board.
A Technical Commission shall be autonomous in scientific matters but shall cooperate closely
with the President of the Society in his duty of coordinating the work of the Technical Com-
missions and the Working Groups.
The Commission Presidents shall keep the President of the Society and the Council fully and
promptly informed of all its activities and the progress of its work.
The Member entrusted with responsibility for a Technical Commission shall give its fullest
technical and financial support to the Commission Board.
The Commission shall be composed of
— the Commission Board,
— the National Correspondents.
During a Congress or Symposium all Photogrammetrists rightfully present shall be free to
participate in its activities.
Each Member shall be entitled to appoint one National Correspondent to each Commission.
It may change its National Correspondent or appoint a substitute at any time.
The Commission Board shall conduct the work of the Commission and shall consist of
— the Commission President,
— the Commission Secretary,
— the Commission Rapporteurs.
The Commission President shall have the right to invite a limited but sufficient number of
persons to join the Commission Board as Commission Rapporteur for a particular field of
interest (of concern to his Commission), in order to assist him in covering that field. He shall
choose such Rapporteurs, entirely at his own discretion, for the special knowledge or facilities
they may possess which will enable them to give the assistance he desires. He may invite
them from any country. They need not be National Correspondents for their own country but
may perform that duty in addition.
The main tasks of a Technical Commission shall be:
— to follow the technical and scientific progress within its field and report thereon to the
Congress,
— to provide initiative in technical and scientific progress, especially by such means assettingup
Working Groups, arranging international Symposiums, organizing experiments on research,
— to identify the results of research and development in order to present them for discussion
at the Congress.
Before arranging international Symposiums the Commissions shall obtain the consent of the
Council. Such Symposiums shall be devoted to the preparation for the ensuing Congress or
to the study in depth of a particular subject within the field of the Commission.
When the Commission finds that a subject, or a certain problem, or limited group of problems
need a detailed study, including on occasion trials or experimental research, the Commission
Board shall be entitled to establish a Working Group provided the majority of its National
Correspondents and the Council agree thereto. If, in this connection, important divergences
of opinion should arise within or between Commissions, the Council shall determine the
