2.3 The above Section 6 substitution with any modifications agreed
on by Commission I members, shall be submitted as a resolution
at the 1976 Congress.
3. THE OTF/MTF WORKING GROUP
3.1 Working Members: Clarice L. Norton, Chairman of the Working
Group has been ably supported by Gerald C. Brock and Dr Roy Welch,
both long recognized for their contributions to the study and use
of MTFs,
Clarice Norton worked for several decades in industry at Fairchild
Camera where she was involved in determining the photographic per-
formance quality of aerial lenses and cameras, becoming interested
in MTF testing when it was first investigated for the Air Force
(Brock, Itek). Now working at the Maintenance Director's Camera
Calibration Facility at Hill Air Force Base in Utah, she is becoming
increasingly involved with image quality controls, standards, and
techniques, particularly as chairman of an Air Force committee
which is developing regulations and updating technical orders to
provide image quality control of aerial and space photographic
systems.
Gerald C. Brock, now at W. Vinten Ltd, Suffolk, Great Britain
is continuing the research work on MTFs begun at Itek in the United
States. At Vinten he has applied MTF controls in optical manufac-
turing while his work with SIRA has kept him informed on the latest
MTF international studies. He is primarily responsible for the
original and revised Section 6 (discussed above) and the discussion
of phase in a following section.
Dr Roy Welch, Professor in the Department of Geography at the
University of Georgia, began developing MTF analytic techniques
while at Itek in the 1960's. In his later work at U.S. Geological
Survey, he extended his studies into analysis of photographic imagery
from satellites. He continues to be one of the knowledgeable scientists
involved with analysis of satellite photography as his many papers
attest. Welch has written the guidelines for MTF testing of cameras
for the proposed Section 6 substitution, (2.2).
