PHOTOGRAMMETRIC EDUCATION IN THE DEVELOPING COUNTRIES

ABSTRACT
There has been very few institutions for photogrammetric education
in the developing countries because the development of photo-
grammetric services in these countries had been dependent on
the development of cartographic services and most of these
countries have legacies of weak cartographic services from their
former colonial masters. Furthermore there had been very little
pressure to intensify photogrammetric education in the developing
countries because facilities in the developed countries were made
available to them usually under technical assistance.
Institutions for training technicians and photogrammetric instrument
operators should.be in the developing countries. Professionals and
specialist could however be trained in institutions in the
developed countri es.
The first bold attempt to provide photogrammetric education for
the developing countries was in the establishment of the
I.T.C., Netherlands in 1950. Institutions are, however, now
springing up in the developing countries like the Training
Centre in Ile-Ife, Nigeria, for training in photogrammetry and
the Institute for Photo-interpretation in India. Universities
with courses in photogrammetry also exist in some developing
countries as part of the discipline of surveying. The great
expense of equipping departments of photogrammetry and the poor
response of students from the developing countries to surveying
and photogrammetry may prevent the establishment of training
institutions in some countries but the existing institutions
should be made to serve those countries without their own
training institution. In places like West and Central Africa
where there are language problems the courses could be bilingual.
Technical Assistance is being given to the developing countries
for training in photogrammetry in the donor countries. This
assistance should now be extended for training lin institutions
in the developing countries as is now being done by some
countries, e.g. Canada, Netherlands and Switzerland, and also
for the establishment or development of training institutions
in the developing countries.
