PHYSICAL AND BIOTIC MONITORING SYSTEM OF HYDROGRAPHY
BASINS IN THE STATE OF SAO PAULO A METHODOLOGICAL PROPOSAL

ABSTRACT
CESP concemed with the supply of an increasing demand of electric energy has been engaged in the
implementation of new generating units. The hydropower plant construction creates significant changes in
the environment being, so, necessary the monitoring of the physical and biotic environmental process what
could mean problems or risks to energy generation and transmission. Additionally, the manifestation of the
impacts predicted and the efficiency of the mitigation and environmental control measures implemented by
CESP, shall be evaluated. The aim of this paper is to present a methodological proposal of a physical and
biotic monitoring system for hydrographic basins in the State of Sáo Paulo, under implementation by CESP
in Canoas, Mogi-Guagu, Tres Irmáos and Taquarugu reservoirs. The monitoring will be carried out by
estimating the indices that indicate the problems of the reservoirs and the degradation level of their
hydrographyc basins from information regardings natural ecosystems, soil degradations, health and
environment, pollution and contamination, conflicts due to water use, social, political and administrative
organization and occurrence of governmental projects. A relational database linked to spatial information
(maps), serial photos and satellite images, manipulated by an image processing system (SITIM) and a
geographic information system (SGI), will support the work. Presently, the structural planning phase and the
organization of spatial database are under way. The compilation of the digital data of area of influence has
already started. Afterwards, manipulations of digital information will be held to create a representative
mapping of the degradation leave of hydrographyc basins, enabling an easy and direct consultation from
spatial database for management purposes.
