ABSTRACT
The beaches, lagoons, mountains, dunes and swamp areas of the Santa Catarina island form ecosystems with
great natural beauty and large weakness. The beauty of these ecosystems is the reason of the increasing
tourism, on the other hand, the tourism itself is a real threatening on these ecosystems. This threatening can
be minimized whether or not the land use is planned and executed efficiently. The City administration has
difficulties in keep up the control over the land use for many reasons, among them, the technical reasons.
These technical reasons are very dependent on the lack information about the actual local reality and
following its evolution.
