ABSTRACT
The incorporation of the environment variable in the elaboration and execution of plans, programs and
projects applied to mining districts and oil and basins fields, consists in insert the concepts of
conservation and exhaustion aimming at a new paradigm that translate the sustainable development. In
the paradigmatic way, it is recognized the importance of maintaining the potential of the non-renewable
resources through their recovery, preservation and rational exploitation, accounting the improvement of
the researches, technologies and (eco)nomic suitability for compensating the exhaustion and atenuate the
environment degradation. The environment policies and up-bringing, together with methods, techniques
and parameters associated to an interdisciplinary treatment and holistic-systemic approach, are the
instruments and modality of perception, articulation, characterization, control, evaluation and
arrangement used for the planning and management proposed to the mining and oil territorial units.
