Some keynote papers had been invited on "'The Necessity of Standards of
Competence" from their respective point of view (see Outline 01.82). We are
grateful to Professor Morain for having prepared the paper on North America.
We succeeded to establish contacts with UNESCO and the Council of Europe.
The President Commission VI happened to become involved at UNESCO Headquarter
on 17 June 1982 with a meeting on " Recognition of Studies, Diplomas and
Degrees" . Availability of Standards of Competence would be a great help for
this topic and for the endeavours of UNESCO.
Reference is made to: International Standard Classification of Education;
Division of Statistics on Education, UNESCO; Paris 1976. Many fields are
treated in this fat volume, yet not a single phrase can be found on photo-
grammetry and remote sensing.
The Council of Europe (representing 25 different countries) has already passed
guidelines for recognition of professionals in any member country for physicians,
dentists, lawyers and others, however, not for photogrammetrists and remote
sensing specialists as yet. It is recommendable for ISP to seek cooperation
with FEANI, Paris. Standards of Competence should particularly be established
for different levels of education. The need for continuously updating is
stressed.
If ISP does not supply UNESCO, the Council of Europe, and possibly other organi-
zations with factual datas on the education in our field, who else would be
supposed to accomplish that ? Doing so will be to the benefit of the young
generation, and that is our obligation.
Following the sessions on Standards of Competence is the session on. "Professional
Strategy " with a paper of Fernando from Sri Lanka. There is quite some correlation
between both topics.
