ABSTRACT 
Rapid urbanisation and consequent haphazard growth of cities is a global phenomenon and India is no 
exception. This is resulting in deterioration of infrastructure facilities, loss of agricultural lands, open spaces, loss of 
water bodies, depletion of ground water aquifer zones, air pollution, water contamination, health hazards and many 
micro-climatic changes. Unless drastic measures are taken to restrict growth of population and economic activities in 
the city and environs, the civic services in the city break down and quality of life declines to the extent that it can not be 
retrieved. It is in this context, Space Applications Centre (ISRO), Ahmedabad and Ahmedabad Urban Development 
Authority (AUDA) have jointly taken up the responsibility of preparing the “Perpective Plan of AUDA for the year 
2011” using remote sensing and GIS techniques. The total area of AUDA along with 5 km buffer zone has been 
divided into 53 grids of 5’ X 5’ Survey of India graticule covering an area of about 80 sq. km. As per the grid size, 
merged data products of IRS-1C satellite LISS-III and Panchromatic data have been generated on 1:12,500 scale using 
image processing I HS transformation techniques. These data products were then taken up for visual analysis for the 
preparation of various thematic maps. A spatial framework has been created in GIS environment as per the grid size 
stated above. Thematic maps were digitized and integrated in GIS environment. Need for an additional area of 14,200 
ha for urban development has been arrived at a population density of 150 persons per ha (carrying capacity of the 
region). Urban land use suitability has been carried out on the basis of multi-parametric weighted-index approach to 
meet this additional area required for urban development. On the basis of suitability classes, the extent and spatial 
distribution of existing land use pattern, urban sprawl, socio-economic constraints, infrastructural facilities, financial 
allocations etc. the perspective plan (development plan) of AUDA has been prepared. 
INTRODUCTION 
Towns and cities in India are facing complex problems regarding the provision and maintenance of services 
and infrastructure in the face of the rapid growth of population, caused both by natural increase and migration. In order 
to meet such challenges a planner needs to have fairly accurate and up-to-date information, especially about physical 
structures and related land parameters. A study of their trends generally helps in the understanding of the emerging 
growth pattern and in formulating policies in the perspective plans. Recent advances in the field of Remote Sensing 
(RS) technology (particularly high spatial resolution satellite data and computer based automated Geographical 
Information Systems provide very useful tools in undertaking generation of perspective plans for the urban 
development authorities. However, its application in urban planning and development has remained limited in the 
absence of proper interface between technology and actual planning methods and models. It is therefore necessary to 
formulate a framework where planning models are properly assimilated into a geographical information system 
domain. Generation of a perspective plan involves a) urban sprawl analysis, b) population analysis, c) land use/cover 
analysis, d) urban land use suitability analysis, e) transportation analysis and f) urban land use zoning for allocating 
areas for residential, industrial, public and semi-public, recreational etc. for the sustenance of urban development.
