ABSTRACT:
Water resource development at Taiwan Provincial
Government Water Resources Department (TPGWRD) is
one of many tasks to be performed on a sustainable basis.
Either building a new dam or trying to maintain
sustainable water supply at an existed reservoir is a
typical approach that has been implemented at
TPGWRD. A planning process for a new dam site is
usual a delicate process that requires local environmental
impact assessment and monitoring. Data integration for a
dam site selection planning process is another complicate
task that geographic information systems can
provide an efficient resolution. This paper discusses
implementations of remote sensing and GIS techniques
in a new dam site selection process at Tanfa Lake.
Remote sensing provides basic information on land uses
and local environmental impact assessment. Geographic
information systems provide data integration that a dam
site selection process may encounter. Monitoring of local
envifonmental impact that may affect water resource
supply was performed including social-economical
factors that may change before, in the process, and after
a new dam site selection.
1. INTRODUCTION
Taiwan Provincial Government Water Resources
Department (TPGWRD) is in charge of sustainable water
supply for a population of more than 21 millions in
Taiwan. Institute of Planning and Hydraulic Research

supply for a population of more than 21 millions in
Taiwan. Institute of Planning and Hydraulic Research at
TPGWRD is performing water resource development at
a given site for a dam site selection process. Tanfa Lake
is one of several possible new dam sites now under
review process. It is usual a process of more than five
years project that a final conclusion can be made.
Geological investigations at Tanfa Lake region are very
expensive and time consuming. A series of investigations
have to be performed as well and all kinds of data have
to be built into a relational database. Geographic
information systems have been created from the very
beginning since last year. Every map has to be digitized
into the database and its coordination system is the same
as the orthophoto maps at 1:5000. Maps that have
different scales now can overlay one another smoothly in
a personal computer. Remote sensing techniques can
facilitate a dam site selection process in several ways.
The objective of this paper is to discuss how remote
sensing and geographic information systems can provide
some efficient ways for water resource development at
Tanfa Lake.
2. THE EXPERIMENTAL SITE
The experimental site locates at Miao-lee County which
is in northern Taiwan. One high technique industrial park
is not far from the site. The industrial park is now a very
successful park that provides large amount of electronic
products in Taiwan. Its economic contribution to the
whole island is very significant. Tanfa Lake reservoir is
trying to provide sufficient water supply for
