agencies involved and the scientific community: (1) a total of three 
newsletters for all participants addressed such issues as satellite status, 
data available, state of analysis, preliminary results, etc.; (2) a detailed 
joint project report incorporating specialized technical details, accuracies, 
budget expended and recommendations; (3) a technical publication to share the 
results with others interested in the capabilities developed; and (4) a manual 
for the user (similar to portions of the second to fourth sections of this 
paper). To the scientist perhaps the third is most important. To his 
management and fellow workers, the second is most important. As an aid to 
those who must implement the procedures, it can be argued that the manual and 
newsletters are most important. 
Although technology transfer and training (including internal project 
communication) is addressed here separately, it must be part of the overall 
project plan, as it has been here, if the work is to be transferred to a user 
agency. 
CONCLUSION 
This paper has reported on a successful large region crop area estimation 
project based on Landsat and regression techniques. By following a carefully 
developed plan, methods have been developed and are now being transferred to 
the user agency. It is believed that other projects on other topics or in 
other regions would benefit from a similar approach.
