Being the basic platform of spatial data management, GIS has 
rich functions as data collection, storage, output, distributing, 
thematic map-making and spatial query. Combining with the 
application of urban water supply industry, to use the basic 
functions of GIS may enhance the pipeline management ability 
of Water Supply Department to a great extent. At first, the flow 
pipe and its topographic information in addition with the 
attribute information are stored in disc, hard disk or magnetic 
disk as the digital format, which will avoid loss of fundamental 
materials and precision caused by using paper medium and 
enhance the data utilization ratio. Secondly, use GPS and RS 
to re-survey or survey the newly constructed valves, update 
GIS data and guarantee the data actualization in the quickest 
time. At the same, GIS can output pipeline maps of any scale 
and range according to the requirements at any moment for the 
constructors. Thirdly, by using GIS, the quantity functional 
operations of Water Supply Industry may be accomplished or 
reduced automatically, such as copying water meter 
automatically, making pipe bursting analysis and managing 
valves, so that the man-made errors may be reduced. The 
efficiency of working and accident processing is increased, 
which has decreased the resource waste greatly. For instance, 
the Valve Real Time Dynamic Management System used by 
Guangzhou Water Supply Department can load graphics to be 
processed by various means, report and repair the damaged 
valves, analyze pipe bursting areas promptly, search valves to 
be regulated and draw real-location banding point maps of the 
valves. It has provided constructors with the maximal amount 
of information to deal with the pipe bursting matters.(Fig.2)

Though the basic duct system map has reflected the 
relationship between valves and pipelines and their distributed 
status definitely, it cannot represent the relationship among 
valves, pipelines and features on the ground (such as buildings, 
roads, canals and lampposts) clearly. In order to represent the 
distributing status of underground duct system and other 
features visually and improve the utilization ratio of basic 
pipeline maps, large-scale topographic databases (1:500, 
1:1000, 1:2000) can be established as the background for the 
flow pipes. Or directly establish large-scale topographic map 
graphics databases or aerial image databases as the 
background, combining with the basic pipeline map, which will 
make GIS represents the pipeline distribution more visually and 
more easily to understand, operate, plan and construct when 
managing underground duct system. 
4. CONSTRUCT BY STAGES, ADVANCE STEP BY STEP 
It is in fact a reform to transit the traditional management mode 
to the modern mode. If it is eager for quick success, haste will 
make waste, so that enormous waste of human power, material 
resources and financial power will be made in the process of 
construction. In order to guarantee that the Water Supply 
Department of each city will successfully make the managerial 
shift and reduce the waste of human power, material resources 
and financial power in the transmission process, the whole 
procedure should be implemented by stages according to the 
real situation of each department. 
Guangzhou Water Supply Department has a long history. The 
fundamental materials of its duct system have distorted a lot 
with a bad precision, which is hard to bring its function into full 
play. In order to realize the digital managerial mode towards the 
duct system, directors of the company divide the construction 
into six steps considering both the temporary situation and the 
development. 
1. Take the current pipeline topographic map of the valves as 
the reference, make a draft for the valve pipelines sketch 
map of the seven branches. 
2. Take the draft as a test, establish a Valve Real Time 
Dynamic Management System to realize the basic 
functions of the valve pipelines management. 
3. Sum up the development and application experiences of 
the Valve Real Time Dynamic Management System, make 
sure the display format of basic data and attribute data and 
functions the system need to add. 
4. Take one branch institute as the test, referencing for the
