APPENDIX TO THE REPORT OF COMMISSION II 
Project for Standard Tests of Plotting Machines by Mr. Pennington, 
of the Engineer Research and Development Laboratories, Ft. Belvoir, 
U.S.A. 
This project has been annexed to the Questionnaire of Commission Il 
addressed to all the National Societies of Photogrammetry; they were requested 
to make known their opinion on the question. 
The responses were rather few; only the reports of the USA and Italy 
answered the question. 
The American report gave only the comments of the Coast and Geodetic 
Survey, “This method is well suited to determine the theoretical precision of 
plotting; but it is necessary to insist on the word “theoretical”. The Coast and 
Geodetic Survey believes that two tests of precision are needed, a theoretical 
test and a practical test based on the practical results obtained in the surveys. 
The difference between the final precision and the theoretical precision results 
from other errors; errors in the control, errors in pointing etc. — and all 
studies should tend to reduce the difference found between the two precisions." 
The Italian report contained very studious and detailed response to the 
proposed test in an appendix. 
It states first that the test does not accomplish the purpose stated in its 
first paragraph; *To facilitate the appreciation of the quality of the plotting 
machines and work done by them". 
In Paragraph II, Method of Testing, the report proposes the following 
revision, “The trials will be made on a grid sufficiently precise to eliminate the 
sources of errors not resulting from the machines themselves”. 
The following paragraph does not give the plan for reproduction of the 
grid but says, “The grid shall be composed of straight lines with uniform thick- 
ness and spacing with the highest obtainable precision and in all cases with a 
precision of 2 or 2 microns". 
The 11 points chosen (six from which the stereoscopic image is formed 
and 5 supplemental points) seem to be entirely too few to completely examine 
the deformations of the model and particularly not to permit the examination 
of the deformations in the corners of the model. This appears particularly im- 
portant for wide angle lenses because of the appreciable discrepancies which 
they may produce in the corners of the field (in optical or optical-mechanical 
projection). 
Another objection is made to the ratio of base/height equal to ?/s because, 
in Italian practice, the ratio is mostly about !/». For focal lengths of 200 mm 
13 X 18, it is necessary to provide for using a base corresponding to three or 
four subdivisions. 
Another objection concerns the difference between the points on the grid 
and those on the photographs; in the latter case all the points in the image 
which surround the floating mark interfere with the stereoscopic pointing. 
The pointing on the grid may cause supplemental errors because of the high 
contrast between the lines and the blanks of the grid. The report proposes then
