not be in favour of such a solution. They might argue that the better 
the information on availability of documents in public libraries the 
lesser the chances that a given publication is bought by an individual. 
However, it seems to me that the following point is much more impor- 
tant: With the elimination of the card writing phase, libraries could 
save a lot of man-hours and money and, thus, with the same budget, Duy 
much literature. We should not forget that to-day the great bulk of 
scientific literature is probably not sodd to individuals, but to Li- 
braries of universities, commercial agencies, government institutions, 
etc. T0f course, a realizotion of this ideas would require am interna- 
tional agreement of perhaps an importance to the scientific community 
comparable to that of the copyright convention, -and-here-may be the 
catch. As we Know not all countries have signed the copyright conven- 
tion and probably not all countries would sign a convention on ocompul- 
sory card indexing,

of Commission VII is formed which studies the problem of documentation 
in detail and carefully in cooperation with Commission VI (Education, 
Terminology, Bibliography) of the International Society for Photogram- 
metry.
