comme ceux qui ont été faits depuis quatre ans. Dans ces essais contrôlés 
pratique chacun peut trouver des réponses à ses problèmes, sachant que, en 
employant tels appareils, par tels moyens, il obtient tel résultat. 
M. Hurault continue: »Par contre, les problèmes très importants dont nous 
parle M. le Professeur Hallert, ces problèmes sont étudiés, certains pays les 
étudient eux-mêmes, dans certains pays certains organismes les étudient eux- 
mêmes. Ils évitent de les publier car ils estiment que cela peut présenter des 
inconvénients. Ils ont l’OEEPE, qui a précisément groupé les moyens de re 
cherche de certain nombre de participants et le fait sous sa responsabilité, elle 
publie ce qu’elle croit devoir publier, mais elle n’est pas la Société Internatio 
nale de Photogrammétrie. 
The ISP should avoid going into detailed tests of instruments and publishing the results, but 
it should organise practical tests like those done for four years. They allowed solutions to be 
found to the effect that by using certain instruments and methods certain results would be ob 
tained. The important problems mentioned by Mr. Hallert were being studied in some countries, 
but were not published because that would cause some difficulties. The OEEPE was assembling 
research facilities of a number of countries under its own responsibility and publishing what it 
thought fit to publish, but the OEEPE was not the ISP. 
Ensuite M. Harry, Suisse, demande la parole et déclare: »Wir müssen nun 
über das Ziel von Versuchsmessungen im Klaren sein. Versuche, die den tech 
nischen Fortschritt zum Ziel haben, führen unvermeidbar zur Grundlagen 
forschung im Sinne der Vorschläge von Professor Hallert. Dabei sollen die Pro 
bleme nicht nur mathematisch sondern auch physikalisch untersucht werden. 
Photogrammetrie ist ebensosehr Physik wie Mathematik. Daneben besteht 
aber das direkte volkswirtschaftliche Interesse, der Benützer der Photogram 
metrie, muss wissen iwas leistet die Photogrammetrie in dieser oder jener Auf 
gabe. Ich bin darum der Ansicht dass sowohl »essais contrôlés» im allgemein 
sten Sinne des Wortes wie auch Grundlagenforschung notwendig sind. Die 
technische und die wirtschaftliche Förderung der Photogrammetrie erfordern 
sowohl Grundlagenforschung wie auch praktische Versuchsarbeiten. 
»We must be clear about the purpose of the tests. If it is technical progress, then they 
unavoidably lead to fundamental research. The problems are then investigated not only mathe 
matically but also physically. On the other hand there are the direct interests of the users of 
photogrammetry. They must know what photogrammetry can do in the case of a particular task. 
I consider that »essais contrôlés» in the most general sense of the word, and also fundamental 
research are necessary. The technical and economic advancement of photogrammetry requires both 
fundamental research and practical investigations.»
