1. In actual experiments, the participants were allowed to choose the type and scale of photo 
graphs in order to demonstrate the efficiency of their preferred mapping procedure. I am of the 
opinion that this w T as the right approach for the first experiment. However, because of physical 
difficulties, some interesting combinations such as convergent photographs could not be utilized. 
On the other hand, because of a somewhat random spread of photo scales used, it is sometimes 
difficult to compare the results obtained on various plotting instruments. It seems to me, there 
fore, that the committee in charge of experiments ought, in the future, take initiative in planning 
the experimental program. This can easily be done from the results obtained in the first trial. 
2. The plottings produced should conform as closely as possible to the specifications, and in 
particular, the reports should be submitted in the prescribed form and contain all the information 
requested. This would facilitate greatly the final evaluation of the results by someone not familiar 
with local routines and customs. 
3. The interpretation of results is difficult and may be a very delicate matter. Also, it can never 
be free from the personal touch of the person doing the analysis. Furthermore, the interpretation 
depends upon the mapping task which is to be fulfilled in a particular country under specific 
conditions. Therefore, the gathering processing, and publication of experimental data by the elected 
committee, should only be the starting point for the analysis and conclusions which must be 
reached independently by the person or organizations interested in this investigation.

permis de constater que la S.I.P. est parfaitement à même d’organiser des 
essais contrôlés à l’échelle internationale. Il faut naturellement trouver un pays 
ou un service fournissant le matériel de base aux centres de restitution inté 
ressés et en plus de cela il s’agit de trouver des personnes s’occupant sérieuse 
ment de l’organisation et du contrôle de ces essais. Mais il serait faux de vouloir 
créer un comité directeur donnant uniquement les directives sans s’occuper per- 
sonellement des essais. Si nous voulons qu’une telle entreprise réussisse, nous 
devons confier l’organisation et le contrôle d’un essai aux personnes capables 
effectuant personellement le travail. C’est seulement dans ces conditions que 
nous pouvons être assurés du succès d’une telle entreprise. 
D’ autre part, j’attire votre attention sur le fait que l’essai contrôlé No 2 de 
Vercors ne traite que le côté purement pratique du problème. On a, hélas, trop 
souvent la tendance de vouloir ignorer plus ou moins intentionnellement les 
recherches fondamentales qui sont nécessaires à l’avancement de toutes les 
sciences. Si nous voulons que les essais contrôlés fassent effectivement progres 
ser la photogrammétrie, nous devons envisager simultanément les recherches 
d’ordre fondamental et les expériences d’ordre pratique.» 
The ISP is perfectly capable of arranging tests on the international level, but to ensure success 
the organisation and control of a test should be entrusted not to a committee, but to individuals 
‘personally capable of doing the work. 
Vercors No. 2 deals only with the practical side of the problem. Fundamental research, all too 
often neglected, should be foreseen in connection with future tests.
