it was necessary and advantageous to study and make use of modern advances
in the statistical approach to experimentation. The work of OEEPE and the
work of ISP in connection with the internationally-controlled photogrammetric
projects will undoubtedly provide at this Meeting several examples of well-
planned and correctly analysed experiments; so that this aspect of the subject
will only be lightly touched upon in the present communication which is an
attempt towards a systematic study of the fields of application of statistics in
survey work in general — with special emphasis on the problems of map specifi
cations and the control of their precision.
The first three sections deal respectively with the estimation of the instrumen
tal precision, the assessment of new developments and experimental research. The
fourth section indicates the application of statistical methods to revaluate
the fundamental survey operations. The recent analysis of the levelling
network of the Nile Delta which was submitted to the Tenth General Assembly
of the International Union of Geodesy and Geophysics (Rome, 1954) is quoted
to demonstrate certain possibilities.
The paper is concluded with a critical discussion of some currently used
specifications of map accuracy, showing the loopholes and indicating ways to
make the specifications clearer and easier to check. The use of statistical
methods to control the precision in the course of the production is also examined.
Some recommendations are made.
Application des méthodes statistiques dans les travaux d’arpentage
Dans une thèse donnée au Congrès de Washington (1952) l’auteur a soumis une discussion
critique de quelques travaux photogrammétriques importants pour prouver qu’il était nécessaire
et avantageux d’étudier et de se servir d’avancements modernes dans le rapprochement statistique
à l’expérimentation. Le travail de OEEPE et celui de SIP à l’égard des essais photogrammétriques
contrôlés fourniront sans doute à Stockholm plusieurs exemples des essais bien organisés et analysés
correctement; de sorte que cet aspect du sujet sera seulement à être abordé légèrement dans la
présente communication qui est un essai vers une étude systématique des champs d’application des
procédés de l’analyse statistique mathématique dans les travaux d’arpentage en général — avec un
appui spécial sur les problèmes des spécifications des cartes et le contrôle de leur précision.
Les trois premières sections de la communication traitent respectivement de l’estimation de la
précision instrumentale, l’évaluation des nouveaux procédés et des recherches expérimentales. La
quatrième section indique l’application des méthodes statistiques à évaluer les opérations fonda
mentales d’arpentage. L’analyse récente des réseaux de nivellement du Delta du Nil, qui a été
soumise à la dixième Assemblée Générale de l’Union Internationale de Géodésie et Géophysique
(Rome, 1954) est citée en vue de démontrer certaines possibilités.
La thèse est terminée par une discussion critique des quelques spécifications employées couram
ment de la précision des cartes, montrant les échappatoires et indiquant les moyens de rendre les
spécifications plus claires et plus facile à vérifier. L’emploi de méthodes statistiques pour contrôler
la précision au cours de la production est encore examiné. Quelques recommendations sont faites.

ment; »Statistics is of course important in all measuring sciences. The method
of the least squares is the most important means we have to distinguish between
systematic and accidental errors, which is the first task of all measuring sciences.
The methods are very well known but are sometimes rediscovered. Of course
there are many interesting details in modern statistics, for instance the signifi
cance tests. It is also of importance to remember that the method of the least
squares has to be used with care and that it cannot be regarded as a method
which transforms poor measurements into results of high precision. The treat
ment of the fundamental operations separately is of the greatest importance.
Les méthodes statistiques sont certainement importantes, et la méthode des moindres carrés
est le moyen le meilleur que nous ayons pour distinguer entre les erreurs systématiques et ac
cidentelles. Mais cette méthode doit être employée avec soin. Le traitement séparé des opérations
fondamentales est de toute première importance.
