have got to know each other better and to appreciate more each other’s efforts and experience.
This has led to higher esteem for the work of each participant, better knowledge of the conceptions
of others, and willingness to test and improve the most interesting solutions, whatever their origin.
Thus the work of the OEEPE is essentially constructive. The merit for this belongs entirely to
all the members ot the Steering Committee and the Commissions, who exert constant effort for
the success of the work.
Ever since its creation the OEEPE has laid great importance on good collaboration with its
older sister organisation, the ISP. This collaboration has developed in a concrete way: first
through the friendly relations between the organs, directors and commissions of the two organisa
tions: secondly in the use of common organs, that is, Photogrammetria, the official publication of
the ISP and the Archives. Finally, the OEEPE participates in the congress and exhibition of the
ISP. The association of the OEEPE with this congress is sufficient evidence of the excellent
collaboration established between the two organisations. Of course, it could not be otherwise, for
they both pursue, in different forms, the same purpose: the progress of p ho to gra m me t ry.
During the proceedings, the following telegram was received from His Majesty
the King of Sweden: »Please extend to the Congress my hearty thanks and best

The considerable progress of photogrammetry, especially aerial photogram-
metry, during recent years, can to a large extent be attributed to the develop
ment of lenses.
In this respect we should remember the late German physician and optician
Dr. Robert Richter, whose lenses »Topogon» and »Pleogon» represented con
siderable steps in this development.
Here amongst us there is another pioneer in lens construction, Dr. Ludwig
Bertele. His constructions »Aviotar», »Aviogon», and the new super-wide angle
lens are important new creations which enlarge both the technical and the
economic possibilities of photogrammetry.
The International Society for Photogrammetry is now able to honour pioneer
work of this kind by the award of a medal. Mr. Virgil Kauffman of Philadel
phia instituted this medal in memory of the two pioneers of American photo
grammetry, Arthur and Norman Brock, and it is therefore called the Brock
Medal.
This medal is to be awarded by the Council of the ISP »only in recognition
of an outstanding landmark in the evolution of photogrammetry».
The Council has decided to award the first Brock Medal, in accordance
with the regulations for the 1956 Congress to Ludwig Bertele on the grounds
that he has by means of various lens arrangements enabled photogrammetrical
objectives, in particular wide-angle objectives, to be constructed, with smaller
distortion, considerably improved resolving power, better chromatic correction
and less reduction in illumination strength towards the corners of the pictures.
He has thereby increased the value of the photogrammetric objective and con
siderably raised the capabilities and economy of photogrammetry. For these
reasons the Council of the International Society for Photogrammetry awards the
Brock Medal to Ludwig Bertele at the VIII International Congress of Photo
grammetry in Stockholm.
