Il apparait que les règlements actuellement en vigueur ne tiennent pas compte de toutes les 
éventualités et il est clairement nécessaire qu’elles soient révisées avant le prochain congrès. 
La composition du comité a été établie pour les raisons suivantes: 
Le Capitaine Reading était président de la SIP lorsque le Brock Award a été accepté et c’est 
lui qui s’est mis en rapports avec le donateur. 
Le Général Brown est le membre du comité qui a été chargé d’établir les règlements actuelle 
ment en vigueur. 
L’Inspecteur Général Janicot a soumis des données précises pour la modification des règlements. 
M. M'oller a été responsable auprès du Bureau exécutif des questions se rapportant au Brock 
Award de 1952 à 1956. 
Motion No. 7/1956 
submitted to the VUIth International Congress of Pbotogrammetry by the Administration 
of the ISP. 
The Administration of the ISP moves that the following paragraph should be added 
to the statutes of the ISP until a complete revision of the statutes has been approved by 
a General Assembly. 
Paragraph 9 b. Motions to be submitted during Congresses for approval by the General 
Assembly of the ISP should be communicated to the Administration at least two months 
in advance. The Administration shall forward the motions with or without its comments 
to the chief delegates at least one month before the Congress, in order that the delegates 
should be able to examine the resolutions before the chief delegates meeting at the Con 
gress. Question of great importance of which notice has not been given as herein stated 
shall not be submitted to the General Assembly a) unless a delay should be of dis 
advantage to the organisation, b) unless all Council members present agree and c) unless 
there is a 3/4 majority in favour at the Chief delegates meeting. 
Comments of the Administration: 
At the last Congress resolutions were submitted at the delegate meeting as well as at 
the General Assembly without notice being given in advance. In consequence, the chief 
delegates did not have the time to consult their societies, nor to examine the resolutions 
as thoroughly as they would have wished. Another consequence has been that lengthy 
discussions took place which could have been avoided or considerably shortened if there 
had been some correspondence about them beforehand.

Le Bureau propose que la paragraphe suivant soit ajouté aux statuts de la SIP jusqu’à ce 
qu’une révision complète desdits statuts ait été sanctionnée par l’Assemblée Générale. 
Article 9 b. Les résolutions soumises durant un congrès pour être sanctionnées par l’Assemblée 
Générale devront parvenir au Bureau exécutif au moins deux mois avant la date de l’ouverture du 
congrès. Le Bureau transmettra les résolutions, avec ou sans commentaires aux chefs des délégations 
un mois au moins avant la date du congrès, afin que les délégations puissent étudier les résolutions 
avant la réunion des chefs des délégations au congrès. Les questions d’une importance particulière 
dont il n’aura pas été donné préavis comme prévu aux termes du présent article ne pourront être 
soumises à l’Assemblée Générale que a) si le retard apporté à leur sanction peut avoir des incon 
vénients graves, b) si tous les membres du Comité présents sont d’accord pour que la question soit 
mise au vote, et c) s’il y a pour cela une majorité des 3/4 à la réunion des chefs de délégations. 
Commentaires du Bureau exécutif: 
Lors du dernier congrès certaines résolutions ont été soumises à 1 assemblée des délégués et à 
l’Assemblée Générale sans aucun préavis. En conséquence les chefs des délégations n ont pas eu le 
temps de consulter leurs sociétés, ni d’examiner les résolutions aussi soigneusement qu ils 1 auraient 
voulu. Des discussions prolongées, qui eussent pu être abrégées si les propositions avaient été 
communiquées par circulaires, ont dû en conséquence avoir lieu au Congrès.

Paragraph 9 c. In the time between the Congresses, any member of the IS1 or member 
of the Council of the ISP shall be entitled to submit resolutions to the Administration 
and request that their resolutions be circulated to the other members for voting. 30 days 
after mailing date (air-mail registered letter) the votes received will be counted. Votes
