Point 12. Motion No. 1/1956.
Point 13. Motion No. 2/1956.
Point 14. Motion No. 3/1956.
La motion est adoptée.
Point 17. Motion No. 6/1956.
Point 22. Motion No. 11/1956.
Report on Delegate Meeting II, July 17th 1956
The President declared the meeting open and announced that the items to
be considered were those left over or referred from the Agenda of the previous
meeting.
Item 16. Motion No. 5/1956.
It was stated that the autonomy of the commission boards should not be
restricted, but the need could arise for some kind of coordinating body to assist
in tests covering the field of activity of more than one commission. The Council
should also be represented in some way in such a committee, in order to give
it support. The committee should moreover be as small as possible, and the
surest way of obtaining a good result would be to entrust the practical leader
ship itself, and the compilation of the results to a well-known and experienced
photogrammetrist.
The Secretary-General pointed out that the intention behind this motion
was to facilitate the initiation of common test activities. The starting of the
controlled tests decided upon at Washington had involved certain organisational
difficulties which had caused loss of valuable time. After a lively discussion
which revealed, among other things, the divergent purposes of the ISP controlled
tests and the common research activities of the OEEPE, it was agreed to submit
to the approval of the General Assembly a motion with the following wording,
suggested by Dr. Harry: »When experimental works or studies are undertaken
between congresses under the aegis of a Technical Commission, the Technical
Commission initiating or executing such works may ask the Administration to
set up a Board to coordinate and facilitate the project, and may especially find
it desirable to do so when the project directly concerns more than one Com
mission.»
