Members. Whenever called upon in writing by not less than three quarters of the Members he 
shall convene such a meeting. The resolution in question shall be made available in writing to 
all Members at least three calendar months in advance of the meeting. 
5. The President of the Society shall communicate to Members: 
— not less than twelve months in advance of the Congress, the date and place of the next 
meeting of Congress, 
— not less than three months in advance of the Congress, the Agenda of the General Assembly 
accompanied by an explanation of the purpose and import of the items of Agenda, especially 
those relating to the admission or exclusion of a Member, changes in the value of Unit of 
contribution and modifications in the Statutes, 
— not less than one month in advance of the Congress, the applications received for organizing 
the following Congress with an indication of the facilities available in the countries con- 
cerned, 
— not less then one month in advance of the Congress, the applications received from Mem- 
bers willing to undertake responsibility for the work of a Technical Commission. 
A matter or a candidature not appearing on the Agenda of the General Assembly shall not be 
considered by the General Assembly unless, by command of the Council and through the 
agency of the Secretary General, the matter has been brought to the notice of all Delegates at 
least 24 hours before the meeting and unless the General Assembly first pass a formal vote 
that it be considered. 
6. Each Delegate authorised to vote at the General Assembly shall present his credentials to the 
Secretary General on his arrival at the Congress. The Secretary General shall compile a list of 
Members, their representatives, their voting rights, their contributions paid or in default. He 
shall report thereon in writing to the President. 
Each Delegate may be accompanied at the General Assembly by not more than two Advisors. 
Only the Delegate shall have the right to vote. An Advisor shall have the right to speak only 
upon the invitation of his own Delegate and with the permission of the President. 
A Member that has not paid its contributions up to date shall not be represented at the General 
Assembly. 
7. The General Assembly 
— elects the President, the members of Council and the members of the Financial Commission, 
— chooses the Member to be host to the next Congress, 
— allocates to Members responsibility for the Technical Commissions, 
— decides upon the transference of a Member from one category to another, 
— determines the value of the Unit of contribution, 
— decides upon the admission of new Members, 
— decides upon the exclusion of Members, 
— amends the Statutes and the Bye-Laws. 
The General Assembly shall 
— review the decisions taken by the Council since the last Congress, 
— consider the reports and proposals of the Financial Commission, 
— approve or modify the estimates, 
— review the implementation of directives adopted by the General Assembly and Congress, 
— define the policy to be pursued by the new Council. 
8. The Council, whilst conforming to the Statutes, shall constantly pursue the general policy of 
the Society. It shall hold a Council meeting at least once a year. 
9. The President of the Society shall 
— convene and preside over the plenary sessions of Congress, the General Assembly and the 
Council; he may, however, delegate his presidency of plenary sessions of Congress to the 
Director of the Congress; 
— coordinate the activities of the Technical Commissions and Working Groups, according to 
the decisions and intentions of Congress; 
— represent the Society in its dealings with national or international Institutions or Organiza- 
tions whose activities are of interest to the Society;
