— cooperate with other international Organizations concerned with Photogrammetry, Photo-
interpretation, Land-survey, Geodesy, Cartography and Geography, with the object of
rationalising the frequency and location of the international meetings of such related
sciences.
The Vice-Presidents shall assist the President in his duties when called upon by the President
to do so.
The Vice-President appointed without election shall be the Senior Vice-President. If both
Vice-Presidents have been designated by election, the General Assembly shall nominate one
to be Senior Vice-President.
Should the President be prevented through circumstances outside his control from fulfilling
his duties, the Senior Vice-President shall act in his stead. Should the latter be similarly pre-
vented from acting, the second Vice-President shall take his place.
The Director of the Congress shall be Chairman of the Congress Committee. He shall report to
the Council the measures being taken to organize the Congress and the progress therein. He
shall be the representative of the Member organizing the Congress in all matters relating to
organization of the Congress. He may correspond direct with the Commissions and Working
Groups. He shall enquire into their needs and wishes and do his utmost to ensure that they
are met.
The Member organizing the Congress shall be responsible that adequate provision is made for
the Congress. The Member shall itself obtain the necessary financial support for this purpose.
The Member shall be responsible for the finances of the Congress, including those of publishing
the International Archives of Photogrammetry relating to the Congress, the preparation and
publication of which it shall ensure. For this purpose it shall have the cooperation of the
Technical Commissions and of the Council.
It shall bear all the financial responsibilities of publication.
The Secretary- General shall
a perform the duties of Secretary of the General Assembly, of the Council and of the Con-
gress meeting in plenary session, arrange the meetings of these bodies, draw up and distri-
bute their Agenda and Minutes at the proper time;
b deal with the correspondence of the Society and ensure the keeping of the records and
distribute to Members relevant information and communications;
c collate the reports of the Technical Commissions and distribute information concerning the
Commissions;
d collaborate with the Congress Committee and the Boards of the Technical Commissions
concerning the recording and writing-up of all proceedings and concerning the publication
of the Archives (contents, presentation, distribution) ;
e ensure the regular publication of the Society's Bulletin or of communications in chosen
periodicals;
f ensure that the decisions taken at Congresses are speedily carried out.
The Treasurer shall:
a collect the funds of the Society and administer them in accordance with the decisions of
the General Assembly and the instructions of the Council,
b keep account of all financial transactions and submit his accounts at least once a year to an
approved auditor for audit,
c submit annual financial reports in writing to the Financial Commission,
d assemble the complete accounts of the Society three months before each Congress and
submit them to an approved auditor for audit,
e present the audited accounts to the Financial Commission one month prior to the Congress
and present the financial report to the General Assembly at the Congress.
The new Council shall formally assume office at the termination of the Congress at which it
is elected.
The Council shall fill by co-option all vacancies occurring through the death or permanent ill
health of any of its members other than the President.
When filling the post of Treasurer by co-option, the Council shall first consult all Members,
by correspondence or otherwise, and shall take account of the views expressed.
No member of Council shall be a member of the Financial Commission.
Each member of the Financial Commission shall be of a different nationality. No member of
the Financial Commission shall be of the same nationality as any member of Council.
The Financial Commission shall advise the Council on financial matters at any time upon the
request of the Council.
