accurate planning of the remaining cycles. Small phases
within each cycle, however, are details that must be sorut-
inized carefully. n
Tig.2 would also indicate reallocation of teohnical
people amongst various cycles and at various phases within
one cycle alone. This is one of the fundamental manpower
problems in steady and diverse research. Larger groups can
tackle this problem by careful planning of several projects
but smaller groups are oftentimes helpless with respect to
this problem. However, this can be somewhat alleviated in
cooperative research involving several groups in /possibly/
several countries. The european group OEEPE is an excellent
example in this. Such group researches need to be encoura-
ged and organized in other parts of the world and with res-
pect to numerous photogrammetric problems.
Politics
The policy making individuals and groups must under-
stand the game of research in photogrammetry. The fundamen-
tal situation is represented in Fig.3. Basio and applied
research trickle into technology and application; but
POLITICS of various sorts go right across and have their
influence at every stage of research and development.Grand
politics involve the political climate of the world, the
country, etc. Peer politics is more at home. Peer review
and evaluation is deemed necessary for establishing the on=
going research. However, it is oftentimes dameging. Peer
politics do kill many a potential and worthwhile research.
Next, Petty politics, within the group is very important.
The group leaders have responsibilities to see that such
petty politics /which can not be totally eliminated/ are
kept to & minimum.
In view of the above, it can be said with emphasis
that ISP has a strong role:to play in Grand- and Peer-poli-
tics. The fostering of international cooperation in photo-
grammetric research after determining the international
need /for the whole human race/ is a responsibility of ISP.
I only hope and pray that the ISP oan live upto its respon-
sibility. 13
