In this table, two points are significant:
— the low response from the non-government organisations: in all proba-
bility, the non-respondents can be considered to be non-users
— the small number of respondents at the provincial level who can be
considered to be users: this is mainly a result of the fact that one
of the three bodies at provincial level (housing) combines a high
response (9 at of 11) with a totally negative response with regard to use
of aerial photographs (9 out of 9). This could suggest a mistaken impres-
sion of the activities of this institution. (The figures would have been
for the provincial level 22, 14 and 8 respectively. )
The obvious hypothesis that the conventional black and white
photograph is the most frequently used material is indeed supported by
the results of the questionnaire as recorded in figure 3.
