The data are then reformatted into the ORSER RD format while replacing
all pixels that lie outside the defined area with zeros (null pixels).
The new data set, now in the ORSER RD format, is written onto the out
put tape and can be processed by any program in the ORSER System that
processes raw data. An example of a county data set extracted in this
way and displayed using the ORSER NMAP program is shown in Fig. 3.

Another program, PIOS, was required to extract the UTM coordinates of
the counties and forest districts, as supplied on tape from GSFC. This
program converts these coordinates to line and element numbers corre
sponding to the data base, and produces input for the SUBDB program.
6. DEVELOPMENT OF A USER-FRIENDLY FRONT-END
Because much of the use of the data base involves moving large data
sets from storage media to the computer and back again, most of the
process of running jobs requires manipulating the Job Control Language
(JCL). To reduce such manipulation to a minimum, a user-friendly
front-end processor was developed to set up jobs. Such a system had
proven very successful for the users of the ORSER System (Turner et al.,
1982). In the computing environment of PSU, where the main computer is
a large IBM 370/3081 operating in batch mode, the best way to develop
such a front-end is to use the EXECUTE facility of the INTERACT editing
system, which was introduced at the University two years ago.
