60 DISCUSSION ON PRESENTED PAPERS
l’hydraulique.
Merci.
Herr Prof BURKHARDT: Ich danke Herrn
Kollegen Daniel für seine Ausführungen und
darf nunmehr Herrn Moreland bitten, noch et-
was über seine Arbeiten zu berichten.
Dr J. D. MORELAND: First of all, I must ex-
plain that I am not a photogrammetrist, I am a
physicist and I work at the Road Research
Laboratory in this country. This Laboratory
employs no photogrammetrist. Recently, how-
ever, we have become interested in using photo-
grammetric techniques for various purposes, one
of which I wish to speak of now to introduce the
paper which I am presenting, “The Stereo-
Photogrammetric Analysis of Road Accident
Scenes”.
In 1955 the Traffic and Safety Division of
the Road Research Laboratory began a special
study of road accidents occurring within a 10
mile radius. Similar studies have taken place
in the United States and my paper gives ref-
erences about these, so I do not have to go into
them now.
The Laboratory has a team and a car. They
are informed by the police of an accident as
soon as it occurs and the car and the team go
to the scene of the accident. They make as
complete a report as possible about the circum-
stances of the accident, the position of the cars
on the road and other circumstances. Formerly
we have taken normal conventional photographs
and we have attempted to reconstruct the scene
from these. There is considerable literature
describing methods based on these very oblique
photographs, but I think we all appreciate that
these are very inaccurate. One could, for exam-
ple, underestimate the width of the road by some
10 or 12 per cent if it had a curved camber.
In 1956 or 1957 in co-operation with the
University College here in London and with
Dr Miskin advising us, we began to use stereo-
metric cameras, the C-12, and we plotted the
accident scenes using the A-4 autograph. I was
trained for a very short time to use the auto-
graph, so I did all my plotting as a novice, there-
fore these plots are not very good. I would like
now to illustrate some of the accidents we have
covered by the following slides.
The figures of the presented paper “The
Stereo-Photogrammetric Analysis of Road Acci-
dent Scenes" were then shown on the screen and
Dr Moreland gave some explanations to them.
Herr Prof BURKHARDT: Ich danke Herrn
Moreland für seinen Bericht über die interes-
santen Arbeiten in Bezug auf die Verhütung
von Strassenunfällen. Ich darf jetzt gleich die
Gelegenheit ergreifen, meinen eigenen Vortrag
The invited paper of Prof Burkhardt is print-
ed on page 61.
