ABSTRACT 
The DEMETER integrated system is designed for the processing of topo- 
graphical and cartographical applications and for the management of the 
utilities, in towns and local government. 
This system allows to create and manage a geographical data base that 
links up the administrative information with the geocoded estate 
information. 
Due to its modular design, this system can be tailored to meet the user's 
requirements, and/or distributed to several remote sites, each of them 
specialized in different tasks. It ensures a total coherence between the 
various types of information which are acquired. In addition, it can be 
extended at any time, without jeopardizing the applications previously 
developed. 
All the topographic and geographic information gathered on a determined 
geographic site are structured and stored in a data base refered to as 
"operation base". Topographic information may come from the different 
sources 
* Photogrammetric information 
* Field information 
* Information from existing maps 
The DEMETER system manages the data from their acquisition up to their 
filing.
