ABSTRACT
The Global Ecological Monitoring Project (GEM-Project) is aimed at creation of a global real time
information system, using space-borne, air-borne and ground monitoring segments, connected to
common data base, which is a part of United International Information Network, capable of
distributing information among regions and nations. The project implements the idea expressed by
E. Teller and E. Velikhov conceming use of military space technology of the USA and the former
Soviet Union in peaceful purposes to project the environment.
The proposed system will use as "building blocks" military surveillance satellite networks and will
be capable of serving the information needs of international organizations dealing with the global
issues as well as of government agencies in different countries.
The Russian component of the GEM-project has a status of National non-governmental program
which makes it possible to use huge experience and vast technological potentials of FSU in new
political and social economic conditions of the democratic Russia.
