CHANGING CROPPING PATTERN IN PREDOMINANTLY SUGAR PRODUCING
BELT OF EASTERN UTTAR PRADESH AS DECIPHERED THROUGH
INTEGRATION OF REMOTELY SENSED SATELLITE DATA
AND RELATED NON-SPATIAL DATA USING GIS TECHNIQUE

ABSTRACT :
Eastern Uttar Pradesh has been a predominately sugar producing belt of the state. Erstwhile Deoria district is now divided into the
southern Deoria district & northern Kushinagar (Padrauna) district. Up to 1994 Deoria district was a chief contributor of sugarcane
production in the state of U.P. However, after the division of district, Kushinagar (Padrauna) district was separated out and due to this,
production of sugarcane is decreasing gradually every year in Deoria district. Five major sugar mills consumed the majority of the
produce of the district. A changing cropping pattern in Deoria district has been noticed.
The statistical data of the overall agricultural produce of each district of U.P. is being released for acreage and production estimation of
crops by the agricultural department U.P., since last many years. With the advent of satellite remote sensing technique, the data generated
through digital image processing of satellite data has been proved to be a viable tool in validating the statistics generated through
conventional field techniques. An integration of such data sets, thus generated through conventional and remote sensing techniques has
brought to light an interesting result on the changing cropping pattern in Deoria district of eastern U.P., during last decade. The statistical
data of Agricultural Department shows that 19218 ha. Of Deoria district was under sugarcane cultivation in 1997-98, while during 1998-
99, only 17436 ha. area was under sugarcane plantation, IRS-1D LISS III data of October 2001 shows that the sugarcane plantation has
been further reduced to only 14726 ha. in Deoria district. This demonstrate that the sugarcane growing area is gradually on the decline in
Deoria district and has been reduced to almost 75% in context of sugar cane acreage in just five years span.
Improper management of sugarcane processing units in the district have resulted in closure of a major unit. While the other four units are
also showing a lower performance graph. This has resulted in reduced demand for sugarcane and has encouraged the local farmers to
switchover to other crop, particularly maize, in place of sugarcane.

Sugarcane production has a significant place in our country and is
of particular importance for the state of Uttar Pradesh. Eastern
part of our country such as Eastern Bihar & Eastern Uttar Pradesh
are considered to be originator of Sugarcane cultivation practices
and its spread in different parts of the world. Prominent among
them is Caribbean island countries (Trinidad, Tobago, West
Indies and Surinam). During British colonial period, the first ever
sugar mill in our country was established in Deoria district in the
year 1903. Before the division of district Deoria, around fourteen
sugar mills were located in the district which constituted around
1/5th of the sugar industries of U.P., however, in recent years a
decline in sugarcane area and production has been noticed which
was assumed to be a alarming situation.
Sugarcane being one of the important cash crop of Uttar Pradesh,
is predominantly playing a significantly role in socio- economic
political scenario

private factories, which has a direct bearing on the socio-
economic status of the cultivators. Unfortunately the obvious
development and progress in sugarcane cultivation has been
shifted to western Uttar Pradesh due to its diminishing status in
Eastern U.P. Deoria is one of the most backward district of U.P.
in terms of population density, illiteracy and reflected by other
parameters also.
This apathy is further seen to be aggravated by the fact that out of
five sugar mills, four are in govt. sector which controls more than
80% of sugar production in the district and remaining one, is in
private sector. In spite of govt. run factories, more than, 80 to
90% payment has been withheld since last one year. The further
