SOME OF THE ESSENTIAL TECHNICAL ELEMENTS PERTINENT
IO REMOTE SENSING TECHNOLOGY EDUCATION AND
IRAINING PROGRAMME
Education and training Programmes should aim at assisting
any country to master its various áspects of remote Sensing
technology. It is well known that :all countries would be able
to control their own scientific development if they could master
the corresponding technology, training and educational programme
in remote sensing. In order to achieve the above objective,
each country should
i) evaluate the output products of a given device* for a
given problem;
ii) decide which device best fits the requirements for a
given scientific or operational programme;
iii) evaluate the cost/benefit of a given device;
iv) avoid the purchase of unnecessarily costly devices or the
delay in starting a programme because of the lack of

V) be able to use any device under prevailing local conditions,
as well as build locallv-made devices which should
be cheaper and well-suited for the specific task at hand.
Therefore, it is recommended that education and training in remote
sensing technology should include the various aspects of the
corresponding technology in order to.fulfill the previous require-
ments. It should also include courses on radiometry (data acquisition, |
technology of instruments, detectors, optics, electronics and
recording procedure) and image processing devices (data processing,
computing systems and technology, architecture of image processing
systems, hardware and software of control and command), which should
aim at the preparation of a project; experience shows that it is
possible to build cheap efficient radiometers as well as efficient
image processing devices with low-cost minicomputers.
*device- instruments used in remote sensing, e.g. radiometers,
scanning radiometers, and image analysis and processing equipment.
