1. The scope of this Outline is to prepare sessions
on Standards of Competence at our Symposium 22 = 25
September 1982 in Mainz, chaired by President ISP
Dr.F.Doyle. The Symposium will pave the road towards
the Congress Rio 1984.

3, Background information
Activities of ISP are supposed to be future minded.
Education is an investment into the futurs. The well
being of any scientific field depends on adequate
quality of education. A standard is required to
measure quality.
Standards of Competence for different categories of
photogrammetrists and remota sensers should be con-
sidered with the objective that
4 international recognition can be granted to indi-
vidual educational institutes in any country, if
they should so desire;
4 well founded definitions on different levels in
our field.can finally be established.
4, Keynote Papers
UNESCO, and the Council of Europe, and North America
are being invited to open the session with three
papers (20 - 30 minutes each) on " The Necessity of
Standards of Competence " from their respective point
of view. Following, the feasibility of Standards of
Competence for different categories will be treated
in detail.

The following categories of photogrammetrists and
remote sensers are envisaged :
5.1 remote sensers,
5.2 geographers,
5.5 geologists,
5.4 foresters,
5.5 soil specialists,
5.6 pollutionists, environment protectioners,
5.7 active photogrammetric engineers (pro-
fessional photogrammetrists),
5.8 active photogrammetric technicians,
5.9 passive photogrammetric engineers,

6: Levels
Within any category, different levels can be distin-
guished. A distinction such as "Level A = Master,
Level B = Bachelor, Level C = Technologist and
Lebel D = Technician ” seems not to be very useful.
For example, two masters being graduated from one
single university can have different qualifications
when having taken different courses, and bachelors
from various schools in one single country are having
quite different qualifications of photogrammetry and
remote sensing.
7. Present state and policies
The subject is in the feasibility stage. We will
have to decide at the Symposium whether Standards of
Competence shall be developed, and whether one or
more Working Groups shall be established. In the
firmative, drafts for Standards of Competence are
expected to be presented at the Congress Rio 1984.
The views and statements of specialists of a particu-
lar category shall be a decisive element for judging
the feasibility of Standards of Competence in their
field. As an example, foresters should decide them-
selves on whether Standards of Competence shall be
developed and implemented.
8. Position Papers
Tor any category, an author has been invited to
prepare a Position Paper enabling participants to
judge the feasibility of establishing Standards of
Competence.
9. Questions to any educator in photogrammetry and
remote sensing
Obviously, just a limited pumber of educators can
attend the Symposium. Nonetheless, the problem is
equally important to all of them. Therefore, we
sincerely invite any reader of this Outline to
answer the following questions. Your statement will
be read by the session Chairman and, thus, de con-
sidered at the Syuposiume
