Summary of replies to questionnaire on Outline 01.82

This summary attempts to give the overall trend of the replies received. 
The sunmary only reports on those questions specifically answered in the 
replies. 
  
Question 2 : Do you think it feasible to establish Standards of Competence 
locally or worldwide? ; 
+ All respondents except one, accept that the proposal is feasible. 
+ The dissenting group from University of Newcastle Australia is quoted 
on page 228 
Question : What levels should be distinguished? 
‘There is agreement in the replies as to the need for levels of comptence 
or qualification but not as to the number. Mr. Fernando (Sri Lanka) and 
Mr. Goudswaard (Holland) see the need for 4 levels. A quote from Mr. Fer- 
nando's reply is included. 
"Level A - Specialists level Ph.D., M.Sc., with over 10 years experience. 
Level B - Engineers level B.Sc., Post Graduate Diplomas with at 
least 3 to 5 years experience. : 
Level C - Technologist level Non University Graduate with diploma 
15 to 20 years experience; including those 
with B.Sc. and post graduate diplomas with 
less than 3 years experience. 
Level D - Technicians With training to do routine tasks. 
Level A should be clearly distinguished. It is obvious that a technician 
or an operator of a Photogrammetric instrument cannot get involved in con- 
sultancy and specialised work. It is necessary therefore to separate the 
different levels as we find those at lower levels of competence masquerad- 
ing in developing countries as experts in Photogrammetry/Remote Sensing 
and undermining the Profession." 
+ Mr. J. Kure (ITC) prefers a 3 level system; Elementary, Technical, 
Professional and Prof. Colcord is in general agreement with this opinion. 
+ Prof. Rokos (Greece) sees the need for the traditional 2 level system 
- the Technical and Professional levels.
