Part of the responsibility in this regard rests with our universities, which concentrate too
much on technicalities of the type ''how?" instead of giving a clear answer to "why?"', Talking
to some of my distinguished colleagues, | am occasionally amazed to see how little interest ana
grasp they have of questions concerned with the broad operational concepts and basic responsibi-
lities of our discipline and profession. | feel, therefore, that Commission VI could make a very
worthwhile contribution, if it would decide to give these questions due attention. The-fact that
this time the Commission Board is so close to the problems of developing countries, should be of
significant help. In the ‘’old’’ and more advanced countries there is much less pressure in the area
under discussion. Even if their operational schemes are far from ideal, it is difficult for them to
abandon the existing organizational structures and habits that have developed and accumulated
through the centuries, The first, somewhat timid but significant departures from the concep-
tually obsolete solutions, along the lines sketched in this paper, can be encountered in the deve-
loping countries of Latin America (E1 Salvador, Colombia, Peru). One can, therefore, cite some
most encouraging experiences *, which, when followed and further developed could rapidly
modify the distressful situation in our field and profession.
