responsibility for all aspects of water resource development, includıng the construction and
maintenance of all related works (dams, irrigation works, and associated land development), and
the implementation of land and water conservation projects (including atforestatıon, ground water
development, and resettiement). Its objectives include the following:
Optimum development of land and wa:er potential.
Maximizing production of crops, livestock and fish.
Improvement of socio-economic conditions.
Contributing to national self-sufficiency in food.
Establishing agricultural processing industries.
Small schemes for development of isolated areas.

In pursuance of these objectives, SRRBDA identified seven project areas (Fig. 2). Dams have
been completed at Bakolori and Goronyo. An irrigation scheme is now in production at Bakulori,
but the Goronyo scheme remains to be designed. These projects were based on a survey conducted
by FAO in the 1960's (United Nations, 1969). The Authority has not undertaken further resour-
ce surveys of the basin, and its officials are well aware of the lack of basic data on downstream
impacts, their studies having been limited to the Bakolori scheme itself. Thus it is now timely to
consider a post-imp lementation study of the projects.
THE LAGOS-WATERLOO STUDY
The project objectives were developed in consultation with, and having regard to the needs
of, the SRRBDA. Specific objectives include the following:
1. Compilation of thematic maps far selected areas of the basin, at scales of, 1: 100,000 or less,
to show landforms, soils and surficial deposits, water resources ana land cover.

2. The:study of land use/settlement.
3. Compilation of wet and dry season maps, at similar scales, to show land use/cover.
