Activities related to EU CARDS funding
The WB Property Registration and Cadastre Project will be
partially funded by a Europeean Commissionn (EC) grant
(CARDS program funds) amounting €5,000,000 for a Multi-
Purpose Spatial Information System, Training and TA to the
SGA and MOIJ and a Public Awareness Campaign. For this
purpose there was a need to produce a Project Fiche. Assisted
. by ROS consultancy the Draft Project Fiche was produced in
March and approved by the Europeean Comission in July.
Involvement and support to the working groups
DFID team has been involved also in the work of the two
Working Groups (WGs): WG for Zagreb and WG for producing
Books of Ordinances.
The Working Group for Zagreb has as its main goal the
definition of the locations in Zagreb where the project will be
implemented. DFID Preparatory Project supported WG
activities by taking minutes, translating (if necessary) and
delivering necessary information on the Project to the
participants.
The WG includes representatives of MoJ, SGA, Zagreb City
Cadastre and the Zagreb Land Registry.
Working Group for producing Books of Ordinances on
Managing Electronic Data Processing (EDP) LR and on
Transformation of Manually Kept LR into EDP is composed of
judges, representatives of SGA and MoJ, and an IT expert.
DFID representatives attended the meetings as observers and
informed the members of the working group on the
developments and activities in relation to the WB funded Real
Property Registration and Cadastre Project.
The objective of the working group was to review the existing
Book of Ordinances and to produce additional provisions appli-
cable to EDP LR.
Analysis of Pilot Projects
Following WB inquiries about pilot projects Neretva and
Babina Greda, DFID team members visited Zupanja and
Metkovié in order to gain an insight into the work of the pilot
projects. A number of meetings were held: with representatives
of Court (Land Registry), Cadastre office, tax authorities, water
authorities, mayor of municipality, lawyer operating on the land
market etc. and reports were prepared.
Support to the MOJ's Land Registration Management Unit
A Land Registration Management Unit (LRMU) has been es-
tablished within the Ministry of Justice with the objective of
provide oversight of the land registration function and with the
goal of streamlining and supporting the real property registra-
tion function, including its monitoring and evaluation.
Skills Transfer and Capacity Building for the Project Sup-
port Units
During the whole preparation project the Project Team strived
to include the SGA and MOJ counterparts in all activities
related to the Project, with particular emphasis on training
activities. Therefore, together with the DFID office staff, these
counterparts participated in MS Project training, soft skills

training, procurement seminars, study tours to Hungary,
Slovenia and the United Kingdom, business planning and
project management training. Through ^ continuing
communication, co-operation, mutually shared information and
experiences with the SGA and MOJ staff various aspects of the
project proper have been discussed and worked on. The LRMU
staff spent 10 days in the DFID office. This time was used to
familiarise them with the Project but also to transfer the skills,
knowledge and information gathered during the preparation
work. Thus, the Project Support Units (PSU) from SGA and
MO] are familiar with the Project, its objectives and benefits
which is crucial to facilitate future project implementation.
During the preparatory project the level of cooperation with the
PSU has become closer and day-to-day communication with
both institutions/PSU is satisfactory.
During project implementation the PIU should concentrate on
maintaining and strengthening these relationships. This will be
a crucial element in relation to the overall success of the joint
project.
Apart from the formal training the experience of working in a
multi-disciplinary team of Croatian and foreign consultants
with years of international experience have been an enriching,
developmental experience, both professionally and personally
for everyone involved.
Supporting Procurement Activities
Preparation of the bidding documents for the first year of the
Real Property Registration and Cadastre Project was carried out
in accordance with WB procurement rules.
The General Procurement Notice was prepared (GPN); this had
to be published at least 2 months prior to the international
competitive bidding (ICB). The GPN was approved by the
World Bank and thereafter published in the United Nation's
“Development Business” and in the Croatian media.
Work on forest area issues related to the Project
By signing the Loan Agreement the obligation of producing
guidelines, not later than March 31, 2003, was undertaken by
the Borrower (Republic of Croatia). The guidelines provide
instructions on the manner of conducting activities in forest
areas in order to protect such areas to be included in the project
implementation.
Business and Strategic Planning |
Half-day training on Business and Strategic Planning was held
for the MOJ and SGA Project Support Units and the DFID
office staff. Also, the assessment of business and strategic
planning capabilities was conducted in order to support
appropriate training.
The attendees of the Business and Strategic Planning Training
participated in a PESTLE and SWOT analysis of the Project.
The intention was to stimulate managers and experts in how
they would integrate project expectations with "business as
usual" activities.
