The functionality of these subsystems is closely intertwined, 
with the core application being the CPERS. This application 
utilizes the functionality found in all the other subsystems, and 
is the unifying chord for the Cadastre business model, all of 
which is based on Law 7/1996 and the associated rules and 
norms. 
The first subsystem, CAS, has been designed to not only 
maintain contact information detailing local surveyors, but it 
also contains the status of a specific surveyor or survey 
company's license, examination results, penalties, suspensions, 
and projects. The ability to issue a new license certificate is 
also a part of this system. Per Romanian law, no single 
surveyor is permitted to work on more than eight (8) property 
registration projects at any one time. Therefore the system also 
tracks how many projects are currently *in the works" for any 
given surveyor. Additionally, there is an internet-based 
component that allows the public to locate and select a local 
surveyor for their registration project, as well as a resource 
access for the surveyors/survey companies to collect copies of 
maps, data, control point details, etc. free of charge. 
CNS, is designed to create a database of control points in the 
varying datums. This database contains a geographic 
information system (GIS) component for the locating of the 
points geospatially, as well as detailed attribute information on 
each point including coordinates, type of point, method of 
survey, condition of point, location description, and a 
photograph of the point in context with its surroundings.

The NCS is the central source for performing analysis and 
creating reports. The users of this subsystem are typically the 
management team of the local and national cadastres. The 
status of a project, reporting on fees collected, tabulation of 
registration projects, etc. can all be accessed, analyzed, and 
reported on. There are several standard report options for the 
users, as well as a custom report generation tool. 
The central focus of activity for this effort is encased in the 
CPERS subsystem module. This hub of the system is the entry 
point for the reception of all registration projects. It is at this 
module where the registration project is reviewed for submittal 
compliance, data accuracy, and project completeness. The 
system has an interface for the reception point, the inspector, the 
inspector manager, and the director, fully encompassing the 
review and approval/rejection process. It is via this subsystem 
that changes are made to the GIS graphics/attributes, project 
details are input and project status can be tracked, parcel history 
is maintained, and custom queries and reports can be generated. 
DM is the interface and toolkit for the importing of graphic and 
attribute data into the GIS. This is a critical component that will 
be used to insure the accuracy, projection, and project details 
meet the stringent compliance requirements of the cadastre. 
The ACS is the user access management tool that allows for the 
granting of access privileges to user groups and also specific 
users within a group. This will also be utilized by the system 
administration group for the establishment of user profiles, 
password management and system updates.
