Each old and new entry in the Property-Related table actually 
refers to an entry in the Property table which will be marked as 
“Inactive”. This allows the user to navigate back through the 
history of a property, through all of its splits and amalgamations 
without being able to modify properties that are no longer 
current (those tagged as “Inactive). 
3.7 Cadastral Numbering 
Within a GIS, a parcel is typically the smallest unit of land 
definition in the database. As the development of the parcel 
fabric is undertaken, it is required that a unique identifier be 
assigned to each polygon that is defining a land parcel. There 
are many possibilities and approaches to the definition of this 
unique identification number. For this project, the Romanian 
team elected to utilize an “intelligent” numbering approach to 
the parcels. That is, the intelligent number actually describes 
the location of the parcel. The numbering schema will be 
implemented country-wide so as to insure a consistent national 
database standard is adhered to by all Judets. For this project a 
cadastre number consisting of the SIRUTA code followed by a 
sequential number will be implemented. 
3.8 The Land Registry System 
The land registry application software for the Romanian project 
is providing the following:

4. Verification of entry and accuracy check 
5. Workflow and office management 
6. Approval or rejection of registration 
7. Interim document publication (Romanian Land 
Registry — *Extracts") 
8. Internet access to documents 
3.9 Application Software 
The core software application for the Romanian land registry 
system utilizes Landata Technologies existing software 
LANDSCAN®. It is a feature rich software system designed to 
support the business function associated with registration of 
land parcels and the management of documents that are part of 
this process. LANDSCAN® is based on an open architecture, 
open systems model and is intended to manage internationally 
land ownership data in a structured, relational database. The 
system is highly customizable, facilitating ^ user-based 
configuration and supporting the integration with a parcel based 
cadastre. 
The following paragraphs detail the functionality associated 
with components of the LANDSCAN® system describing how 
they specifically support the Land Book business process. 
The LANDSCAN® cashiering module is the entry point in the 
real estate registration process. The cashiering module is 
composed of the Client Area which contains unique client 
identification information, the Document Area which contains 
document type information and the Payout Area which includes 
information about filing fees. Land Book documents including

Land Book Part I, II and III, the client request form and legal 
deeds are submitted at the Land Book Office, evaluated by the 
Court Clerk and, once accepted, are processed quickly and 
efficiently utilizing the automated tools associated with the 
cashiering module. These tools support the assignment of a 
unique number linking the multiple documents and the number 
of pages associated with each entry in the registration process. 
This is an important aspect in maintaining the integrity of the 
document package associated with a real estate transaction as it 
progresses through the judicial evaluation process. Fees 
associated with the transaction are calculated and the cashiering 
module supports multiple categories, multiple payment types, 
tax exemptions and receipt generation. The cashiering module 
is highly customizable (as are all of the LANDSCAN& 
modules) and supports custom configuration based on the 
business rules of the Land Book system. 
The next step in the registration process is scanning and 
document management utilizing the LANDSCAN® scanning 
and indexing module. Data from the cashiering module is 
linked to the document reducing the need for redundant data 
entry. The document package is scanned and key index fields 
are captured. The LANDSCAN® scanning and indexing 
module supports a number of options including scan and 
display, scan and print, fast batch scanning, duplex scanning 
and a variety of options based on the paper size, desired scan 
resolution and visual verification. Information regarding the 
submittal including the unique identification number, links to 
the document images and index data is entered into a relational 
database, verified and placed in a temporary suspended status 
pending judicial review. Once this review has been completed 
the document package status is changed to reflect the results of 
the review and, if accepted, is merged into the permanent 
database. If the registration is rejected, the document package 
remains in the temporary suspended queue and any additional 
documents created during the review process can be added to 
the package. 
The flexibility of the LANDSCAN® software system supports 
review and potential resubmission without reprocessing of the 
entire document package. New forms can be added to the 
existing document package, fees recalculated and the new 
package can be submitted for judicial review. In this manner an 
audit trail including all the forms required in the review process 
can be maintained and included in the document package. All 
documents in the package are assigned the same unique 
identification number maintaining the integrity of the real estate 
registration. The LANDSCAN® system as described above 
and installed in existing land registry offices supports over 
1,000 document packages processed per day. 
Access to the document package is restricted to administrative 
personnel during the registration process. Once land 
registration is accepted the document images and index data are 
available for public access utilizing the LANDSCAN® Public 
Access module. This module will support access to the 
document and image archive over the Internet, through dial-in 
access or at local terminals. Full search functionality is 
implemented including search by document number and any of 
the index parameters. 
LANDSCAN® has a full-featured management module that 
includes a wide variety of reports designed to summarize every 
aspect of the land registration process. The report management 
module has been designed to meet the needs of the MoJ. Some 
of those reports that are to be created will include such as 
employee productivity statistics, registration totals, total fees 
collected and summaries of daily registry transactions.
