a such image, the image recording become a
necessity.
This Data-base must contain also the remote
sensing index recordings which are made until
now, and frôm this point of view, by running
time, a possible image become hystorical if it is
recorded by the respective remote sensing
mission.
In order to obtain the index of all existing
remote sensing recordings upon Romanian
teritory, we ask for:
" NASA for
LANDSAT - TM
= CCRS for RADARSAT
= ESRIN-FRASCATI for ERS
= Russian Space Agency for RESOURCE
= Japon Space Agency for JERS
* Indian Space Agency for IRS
" and SPOT-Image for SPOT.
In the same time all Space Agencies involved in
remote sensing missions will must sending us
the identification data of the new recordings for
up-dating the Data-base.
That is our objective in building a such remote
sensing index Data base for a done zone of
interest.
These necessities for knowing the prediction of
remote sensing recordings are the result of
studies about natural events which are more or
less instantaneous.

3.2 Available means.
The means and available possibilities and the
ones being in elaboration proccess are
mentioned:
(a) The field remote sensing laboratory on the
Danube Delta and the system to calibrate —
validate the geometric and radiometric data
(fig.1);
Figure 1. The field remote sensing laboratory :
on the Danube Delta
(b) Graphic Station for processing Aero-
Satellite recordings (hardware: super computer
TITAN 3000 with graphic terminals and
peripherals; software: EASI/PACE (V.5.3),
DORE (V 5.2), AVS (V. 5.0);
(c) Local PC network with graphic peripherals
as colour scanners, plotters and digitisers;
(d) Equipment for "in situ" data gathhering:
Exotech 100 AX Radiometer (with filters for
LANDSAT MSS & TM) linked with a
notebook 486 DX2.
(e) 3 available recordings ERS-1 SAR PRI
taken on the 30.04; 09.07 and 13.08.1993, some
SPOT and LANDSAT MSS & TM images, and
also repetitive aerial photos;
(f) "In situ" data corresponding to the three
ERS SAR recordings.
- The ground truth data corresponding to the
1975 LANDSAT MSS image taken on 4
profiles parallel to the shore line, referring to
salinity, organic substances concentration and
depth, water temperature.
- Radiometric measurements taken on the
characteristic profiles mainly over “The great
Deltaic Profile”.
3.3 Preliminary processing.
Geocoding:
- There are many situations:
= single and stereo recording;
= area with Ah so, that chartographic
deviation is X, respectively, >, than
tolerances;
= the recordings to be geocoded, respectively
to be registrated — fusions — have the same
or different geometries.
