ABSTRACT 
In August 1981, Hokkaido (Northern Island of four major 
Japanese Islands) was hit by typhoons which caused widespread 
damages of flood and strong winds. An attempt was made to 
1 find out damaged areas based on multi-temporal LANDSAT MSS 
erstaat, images. The area of our analysis was limited to the south- 
eastern part of Hokkaido which is in the scene of WRS 114/30 
(around 43°N and 143°E) of LANDSAT MSS data on August 25 1981.

The color composite image of Band-4 and -5 was effective 
for a preliminary survey of the flooded area and an effulent 
pattern in a coastal area. More detailed analysis was per- 
formed using MSS CCT's by means of LANDSAT digital data anal- 
ysis system in NASDA. Since in most cases the area was 
covered with cloud or snow, only LANDSAT-2 MSS data of August 
25 and September 30 1981 were applicable for our purpose. It 
was extremely difficult to extract the flooded area due to 
the fact that the scenes were long after the flood. The 
flood of this time was not muddy, which made it difficult to 
extract the flooded area based on the difference of temporal 
and spacial difference of radiance values. 
  
  
  
In spite of these difficulties it was found that LANDSAT 
MSS data were useful in delineating the damaged area.
