2. OBJECTIVES 
The main objective of SICA is to provide the users with access to all 
available data and information of interest in an efficient consistent and 
inexpensive manner, and when so required, in computer compatible form. 
Available data will include both conventional and remotely sensed data 
obtained by field measurements, aerial surveys and by satellite remote 
sensing. 
A second related objective is to obtain a consistent, efficient, and 
scientific processing of data into information, for application in 
planning, design and related decision making by users of environmental 
data. This should include the use of proven and reliable techniques for 
transferring data and information from one environmental field to another 
in particular from meteorology to hydrology and viceversa, and from remote 
sensing to cartography to both meteorology and hydrology. 
A third objective is to ensure the continous assessment of the level of 
accuracy and user satisfaction provided by the available data and 
information, to use in managing ongoing data collection and information 
processing activities, and in the planning of future ones. The accuracy 
levels will also be provided to the users for their decision making 
analysis. 
A fourth objective is the creation of a computerized framework for access 
to and communication with other related computerized national and 
international data and information systems, in particular in the field of 
satellite remote sensing, cartography and meteorology. 
A fifth objective is to make available in efficient real time or with 
minimum lag time to MARNR relevant departments, data and information 
required for flood forecasting, disaster prevention and monitoring, and 
surveying of rapidly evolving environmental events in the field of 
forestry and agriculture (forest and savannah fires, pests and diseases, 
etc.).
