GEOGRAPHICAL SURVEYS BY MEANS
OF AERIAL PHOTO INTERPRETATION IN JAPAN

Abstract In the Geographical Survey Institute of Japan, aerial photographs have been
used as the basic materials for geographical surveys such as : land use surveys, landform classifi
cation surveys, flood prevention surveys, etc. While the methods of carrying out surveys by
means of aerial photographs were being developed, the regions to be surveyed have become
mostly urbanized regions, whereas formerly the emphasis was on under-developed regions.
A consequence of this has been that surveyors and users gradually started to require aerial
photographs of higher quality, better techniques of analysing the regional characteristics and
better ways of representing the results of the surveys. Therefore aerial photographs taken re
cently for the Large Scale Mapping Project are now mostly being used for surveys in the more
developed regions. Photomaps with overlays showing land use and landform type are being
prepared for the use of the regional planner.
Résumé A l’Institut Géographique du Japon, on utilise les photographies aériennes comme
base des levés géographiques tels que : utilisation des terres, classification des formes du relief,
prévention contre les inondations, etc. Avec les progrès réalisés en photo-interprétation, on a
commencé à lever également des régions fortement urbanisées alors qu’auparavant, on s’occu
pait plutôt des régions sous-développées. De ce fait, il devient petit â petit nécessaire d’obtenir
des photographies de plus haute qualité ainsi que de meilleures techniques d’analyse et de
représentation des résultats. C’est pourquoi, des photographies aériennes prises récemment
pour le “Project de cartographie à grande échelle” sont surtout utilisées pour le levé dans les
régions plus développées. Des plans photographiques, avec calque superposé montrant l’utili
sation des terres et différents types de reliefs, sont actuellement en préparation.
Zusammenfassung Im Geographical Survey Institute of Japan werden die Luftbilder als
Grundmaterial für geographische Untersuchungen verwendet: Bodennutzung, Landformen
klassifikation, Überschwemmungsschutz, usw. Mit dem Fortschritt derartiger Untersuchungs
technik und -methoden hat das aufzunehmende Gebiet vom unterentwickelten zu einem ent
wickelten und verstädterten Gebiet gewechselt. Folgerichtig haben der Ingenieur und die
übrigen Benutzer verschiedene Verbesserungen in der Güte der Luftbilder, in der Methode
der Analyse regionaler Besonderheiten und in der Technik der Wiedergabe von Resultaten
gefordert. Deswegen sind für Untersuchungen in einem derartig entwickelten (und verstäd
terten) Gebiet vorwiegend die für grossmasstäbliche Kartierungsprojekte neu aufgenommenen
Luftbilder verwendet. Luftbildkarten mit Deckblättern, auf denen die Typen der Boden
nutzung und der Landformen dargestellt sind, wurden für den Regionalplaner geschaffen.
Progress of geographical surveys by means of aerial photo inter
pretation
Since 1946 geographical surveys using aerial photographs have become
popular in Japan among the people engaged in land development. Before the
war, aerial photographs were confidential and not available for civil use
except for forest survey in Manchuria. It was after the second world war that
aerial photographs taken by the U.S. Air Force were given to the Japanese
Government to be used for the reconstruction and the economic development.
