8 COUNCIL MEETINGS The Council met throughout the morning and afternoon of 4 Sept 1960 for informal talks prior to the Congress. They also lunched together that day at the Oriental Club with the Secretary-General. At these talks a comprehensive review was made of the work ahead. The Council held five formal meetings during the Congress as follows: Monday Saturday Monday 5 Sept at 10 a.m. 10 Sept at 12 noon 12 Sept at 4.30 p.m 14 Sept at 9 a.m. 15 Sept at 2.30 p.m. Wednesday Thursday The discussions at these meetings were largely concerned with one of the principle duties of the Council, which is the preparation of the agenda for the Delegates Meeting, and with the direction of policy. This entailed an examination of problems which might confront or concern the ISP, and of suggestions for their clear and orderly presentation to the Delegates Meeting. Amongst the subjects discussed were the duties and composition of the council, the coordination of the work of commissions, the re-allocation of responsibility for commissions to member countries for 1960-64, the congress organisation of technical sessions, the publication of the Archives, the revision of the statutes, certain questions of membership, and certain proposals submitted by delegates. The results of these labours are mainly apparent in the work of the Delegates Meeting and in the resolutions taken. The Council also held a special meeting at 10.30 o’clock on Saturday, 10th September, to meet a delegation from South Africa. There were present represen tatives of the Institute of Topographical and Engineering Surveyors of South Africa and of the Photogrammetric Society of South Africa. On the assurance of the official representatives of both South African organisations that South Africa would speak with one voice on all matters of direct reference to the ISP, the Council agreed to recommend the admission of the Photogrammetric Society of South Africa as a second member from South Africa under Article 3a of the Statutes. In addition the President held a number of informal meetings with various delegates of countries and representatives of commissions with a view to exchanging information on, and facilitating agreeable solutions to, such problems as the venue for 1964 and the allocation of commissions.
