the main characteristics of a MULTIPURPOSE CADASTRE were clearly 
explained. 
How can these international and UN agencies justify 
financial support of projects that do not follow the sound 
directives worked out by a prestigious Group of Experts? Direct 
embezzlement of money is always negligible compared to the damage 
done by putting in place an obsolete and wasteful operation. Are 
there no "auditors" in these institution, who in addition to 
checking the agreement between invoices and expenditures could 
comment on the usefulness of sponsored projects? Are figures for 
the U.S.A. quoted in the present text that illustrate the 
alarming results of the lack of proper surveying and mapping 
programs not shocking enough to encourage the solution of these 
problems once and for all? 
When pointing fingers at others we must examine our own 
responsabi 1 ity in the first piace. It is my suggestion, that the 
Commission VI of the ISPRS is the proper body to take care of 
this matter.
