ABSTRACT 
In regional planning, the regional developments planning bureau (BAPPEDA) has several tasks to do. The first is the planning 
activities itself, and the second is the plan publication in order to get feedback for the society. This system is dealing with both of 
them. The planning and analysis is the ‘natural’ GIS implementation type, and the web-enabled approach is one of the most effective 
and efficient way to publish the information to the society. This system is developed under Microsoft FrontPage 98 for the web, and 
the freeware JShape developed in Java class by Mr. Shiuh Lin Lee (http://shiuhlin.ml.org). This freeware provides basic functions 
that should be improved to get the best performance. 
INTRODUCTION 
Internet-enabled or we can simply say web-enabled GIS is one 
the most popular topics of GIS development advancement in the 
last three years, hi some terms, this kind of technology can be 
issued as the distributed GIS or on-line GIS. But these terms 
refer to one common meaning. The using and implementation of 
GIS, which use Internet as the communication backbone. 
In other side, an urban planning activity is a very typical 
problem that every (or at least almost every) GIS Software can 
solve. These two major paradigms lead us to a better solution 
possibility, that is the GIS-based urban planning activities using 
Internet backbone. 
The main ideas of this system development is to: 
1. Integrate both data spatial and attributes 
2. Visualize the geographical data 
3. Help the planning bureau to give a better service for the 
public. 
4. To inform the bureau activities 
5. To support daily activities 
THE REGIONAL DEVELOPMENT PLANNING 
Basically, according to BAPPEDA main tasks, the regional 
development planning sectors can be classified into 4 (four) 
main sectors, as it is viewed in the following diagram: 
This system implementation, will help the regional government, 
especially the planning bureau, to make a better regional 
development planning. This is important, because all those 4 
sectors actually cannot be done separately. The sectors must be 
well planned in integrated way. That is the mam function of 
GIS. 
GIS METHODS TO SUPPORT THE PLANNING 
ACTIVITIES 
In the GIS-based planning activities, which are developed in 
Kotamadya Bandung (Bandung Municipal) Regional Office, 
there are several functions. Those are:
