Parallel to all the problems already raised, there is one that 
hardly is remembered or mentioned, but that makes many 
professionals of the area to not want to be devoted to the 
elaboration of educational material 
“to generate educational material implies in time, patience, 
money and readiness to gather data, to write texts and to lose 
time with a great amount of details, activity that is tedious many 
times and weary” 
and that generally forces the researcher to abandon, temporarily, 
his research to devote himself exclusively for its preparation 
Many, after living this experience, simply do not want to repeat 
it, because in general the same importance is not attributed as 
research job. What is a contradiction, because without passing 
through a training and qualification period, done through 
educational activities, it is not possible to form researchers and 
professionals in the area of remote sensing, that is in any area. 
It is necessary to value the professional that is devoted to this 
activity, giving work conditions and wide diffusion to the 
educational material by him generated. 
EDUCA SeRe PROGRAM : 
Considering all the topics mentioned above, it is being 
developed in Brazil, through the Latin American Society of 
Remote Sensing - SELPER/Chapter Brazil and of the National 
Institute of Space Research - INPE, the EDUCA SeRe 
PROGRAM, whose objective is to generate educational 
material, at a low cost and in the regional languages, dedicated 
to the teaching of remote sensing at primary, secondary and 
tertiary levels, in such a way that disseminates and makes 
accessible this technology to the all the society. 
The program’s specific objectives are : 
to promote the creation of a critical mass about the use and the 
application of the regional remote sensing technology, through 
the dissemination and commercialization of educational 
material at a low cost; 
to diffuse, in the teaching staff and students, different products 
acquired at the present time by existing remote sensing satellite, 
in such a way that they are widely used; 
to socialize the knowledge of remote sensing to foment new 
research projects and applications in the natural resource area; 
to motivate teaching institutions, such as universities, to take 
part in the elaboration of educational material for the teaching 
of remote sensing; 
to motivate private companies to collaborate in the making of 
educational material turned to teaching of remote sensing; 
The great challenge of the EDUCA SeRe PROGRAM is, 
therefore, to generate educational material with remote sensing 
data that will be made available, to the public in general, in a 
wide, accessible way, with regional example and languages and, 
mainly at a low cost. It is expected that at the end of the 
program, several educational materials have been generated in 
the area of remote sensing and that more professionals are 
motivated to dedicate themselves to its generation. 
For being of program that seeks exclusively to assist the 
educational lack and to promote the diffusion of remote sensing 
in a wide way in developing countries, it can be perfectly 
adapted to be developed in other areas around the globe, that 
present same difficulties, being enough to consider the local 
languages and to use examples with images of the area in 
subject. 
This program is divided into five modules, each one of them 
being constituted in a project, being all of them turned to the 
elaboration of educational materia! for the teaching of remote 
sensing: 
EDUCA SeRe I PROJECT - Educational Notebooks on 
Remote Sensing Teaching : 
This project aims to create a series of educational notebooks, 
approaching the several remote sensing applications in the 
natural resource area, with wide access through the Internet, to 
be used in primary, secondary and tertiary teaching. 
The specific objectives of the project are : 
to make use of computer science resources, internet and 
multimedia for the generation of educational material dedicated 
to the teaching of remote sensing; 
to provide a wide popularization of the educational material 
elaborated for the teaching of remote sensing; 
to turn accessible in a wide way and at a low cost, educational 
material for the teaching of remote sensing through the internet. 
Several educational notebooks will be generated, containing 
remote sensing images and a text, basically on the subject that 
will be being approached in each notebook. The notebooks will 
have larger emphasis in the satellite images than in the text, that 
should only summarize the explanation related to the images 
that compose it. 
Each one of them will have 30 or 40 pages at most, depending 
on the subject, with great amount of images and drawings and 
they will be published systematically for two years, through the 
Internet, in SELPER/Chapter Brazil’s homepage; a scientific 
society that has ramifications all over Latin America. 
The fact of them being published through the Internet allows 
that a great amount of colored images is used, because they can 
be reproduced by colored printer, ink jet, in the computer itself 
(486, 586 or Pentium 100) of the teacher, student or school. 
This just implies in the printer’s paper and ink costs. In case the 
interested does not have access to these types of means, the 
institution that generated the notebooks can take care of its 
reproduction and to already collect the price regarding the costs 
mentioned, that is around US 15.00. 
Another advantage of publishing these notebooks through the 
Internet is that as the publication costs are sensibly reduced, it is
