l’évaluation de projets ou études. Ainsi, à titre d'exemple, 
nous citerons : 
• La réalisation d'un Système Informatisé 
pour la gestion du réseau 
d’assainissement du Groupement Urbain 
d’Oran (SYSAS) dont l'objectif est d’offrir 
aux exploitants du réseau un outil de 
mémorisation et de gestion fiable des 
informations relatives au réseau, une base 
de données numérique du réseau 
permettant l’analyse et la gestion du réseau 
et former les agents à son utilisation. 
• Le Réseau Routier Numérique pour 
l’Entretien (RRNE_31) pour le compte de 
Direction des Travaux Publics qui visait la 
création d’une base de données intégrant la 
géométrie et les caractéristiques techniques 
du réseau routier principal de la Wilaya 
d'Oran, et la mise en place de procédures 
de collecte d’informations et de mise à jour. 
• La Mise en place et configuration de 03 
stations de signalisation maritime par 
GPS différentiel pour le compte de l'Office 
National de Signalisation Maritime, 
• La Réalisation de la Carte Nationale de la 
Sensibilité à la Désertification par 
utilisation de la télédétection, développée 
pour le compte de la Direction Générale des 
Forêts 
• L'Evaluation des potentialités agricoles 
par télédétection de la plaine d'Oum El 
Bouaghi 
• L'Etablissement du schéma directeur 
d'aménagement de la Wilaya d'EI Bayadh 
par utilisation de la télédétection. 
A travers ces projets, il s'agit de vérifier la pertinence des 
productions scientifiques, de les mettre à l'épreuve de 
l'application et du terrain et de progresser sous l'effet de 
sollicitations organisées adressées par le secteur 
utilisateur. De ce fait, les études menées par le CNTS ne 
sont pas des études ponctuelles mais des études pilotes 
qui visent à démontrer la faisabilité des projets dans un 
contexte réel, à apprécier toutes les difficultés de leur 
mise en œuvre et les conditions de leur généralisation. 
Par ailleurs, chaque année, le CNTS enregistre de 
nombreuses participations de ses chercheurs aux 
manifestations scientifiques internationales. Les 
présentations de communications scientifiques et les 
publications offrent l'occasion de confrontations des 
approches et des résultats obtenus avec ceux de la 
communauté scientifique internationale, de même qu'elles 
permettent l'actualisation des connaissances et le 
développement de relations scientifiques enrichissantes. 
Au titre de la mission qui lui est dévolue de promotion des 
outils de collecte et de traitement de l'information 
géographique, le CNTS a résolument évité une approche 
monopoliste et ce, en pratiquant la diffusion la plus large 
possible du savoir, accompagnant tous les projets initiés 
au profit de partenaires nationaux de sessions de 
formation. 
Grâce aux efforts consentis, une communauté scientifique 
est en cours d'émergence et de renforcement, qui 
regroupe producteurs, chercheurs et utilisateurs de 
l'information géographique et des techniques spatiales. 
5. PARTICIPATION A L'EFFORT NATIONAL DE 
RECHERCHE 
5.1. Le Conseil National de l'Information 
Géographique 
Un des événements marquants de ces dernières années 
a été incontestablement la création du Conseil National 
de l'Information Géographique. Cet organe consultatif 
d'études, d'orientation, de coordination et d'information qui 
regroupe les représentants de tous les secteurs 
intéresses à l'information géographique, agit dans le sens 
de la définition d'une politique nationale de promotion et 
de développement de l'information géographique. 
Au titre de la position qui est la sienne, le CNTS est 
membre de ce Conseil. Le Directeur du CNTS préside la 
Commission Permanente Spécialisée d'Experts "SIG et 
Normalisation", grâce à son potentiel humain, le CNTS 
compte plus de 10 membres répartis dans les 
commissions permanentes du CNIG (Cartographie - 
Télédétection - Toponymie - Technologies Spatiales - 
Risques Majeurs). 
L'implication de chercheurs du CNTS dans les diverses 
actions entreprises jusqu’ici par le CNIG (initiation de 
divers états des lieux, organisation de séminaires de 
sensibilisation, de sessions de formations, organisation 
d'un colloque sur les technologies spatiales TS'99 et d'un 
séminaire international sur les SIG ALSIG'99) lui ont 
permis d'exprimer sa contribution à réunir les conditions 
d’un véritable débat autour de l'information géographique. 
De même, elles le placent en position d'acteur privilégié à 
même d'adapter son action de formation et de recherche 
aux besoins de la société et du développement. 
5.2. L'Académie Universitaire d'Oran 
Bien que de vocation nationale, le CNTS est membre de 
l'Académie Universitaire Régionale d'Oran qui regroupe 
17 Universités et Centres Universitaires. Il est représenté 
au sein de son Conseil Scientifique qui est notamment 
habilité à se prononcer sur les filières d'enseignement 
gradué et post-gradué. 
Sans aller plus avant dans l'évocation de la participation 
active du CNTS à l'effort national de recherche, 
soulignons les multiples sollicitations et interventions des 
chercheurs du Centre dans l'animation de diverses 
commissions relevant de l'administration de la recherche 
ou l'expertise des propositions de projets de recherche 
soumises par la communauté scientifique nationale, dans 
les domaines relevant de sa compétence. 
6. CONCLUSION 
Ce survol de l’activité du CNTS traduit l'expérience 
acquise dans la formation et de la recherche dans les 
domaines des sciences de l'information géographique et 
des technologies spatiales. 
A l'orée du 3 eme millénaire, il est acquis qu'un des 
indicateurs essentiels du degré de développement
