1 - GENERAL CONSIDERATIONS
At the beginning of this Report, we should inquire into the origins of the expe
rimental proofs organized by Commission III or by other Commissions of the Interna
tional Society of Photogrammetry, not so much for mere information, as in order to
research in the intentions of those who proposed and solicited them, a more direct
and significant information about their scientific and technical purposes. Moreover,
an analysis of the origins will make it possible to see not only the modifications suffered
by the first design, but also the reasons justifying these variations.
In fact, if we want, in the drawing up of this final Report, to adequately
answer the expectations it is useful to individuate what they are, even if, as we shall
see, the result of this work can only partially satisfy them.
Prof. Wiser, in his report presented in Stockholm, on the results of the « Essai
Contrôlé n° 1 », refers synthetically about the essential historical news on the birth
of these researches 1 ). Therefore, we send to that paper the reader desirous of more
detailed news. However, for the clearness of our whole work, we cannot help, here,
examining and analysing the contents of these initial proposals.
The features that could be ascribed to this work are two: the first one absolutely
scientific, the other technical and practical. But both of these aspects had to be
inserted into a schema of international collaboration, that constituted the real origi
nality of the proposal.
It is not the first time that in Science and in Technique an international colla
boration has been roused; however, this collaboration usually meant a co-operation
to a scientific research or a union of forces to obtain a common result, on wider practical
fields.
